Summary

This role is situated within the Engineering Services Division of the General Services Department. The incumbent will be responsible for overseeing project management for transportation infrastructure initiatives and delivering technical services in support of the Community Investment Program.

Major Duties and Responsibilities

Implement engineering design principles to manage multi-departmental project teams in the planning, design, real estate, utility relocation, and construction of municipal capital initiatives. Oversee engineering contracts, including the preparation of service scopes, invoice reviews, daily operations, purchase order creation, and related tasks. Develop and assess estimates for municipal transportation infrastructure projects initiated by the City and/or NCDOT. Engage in extensive public relations and act as the project liaison to the public, property owners, media, other governmental agencies, and various City departments/officials regarding assigned projects. Manage the administrative components of assigned projects: negotiate and monitor budgets and expenditures. Update project timelines and track project progress against established schedules. Coordinate with state and federal agencies for projects utilizing alternative funding sources. Execute special projects as assigned.

Knowledge, Skills & Abilities

Comprehensive engineering project management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects. Strong verbal and written communication skills, with the ability to collaborate effectively with others. Proficient in developing technical reports. Capable of understanding, evaluating, and applying fundamental engineering and construction principles throughout project initiation, planning, execution, and closure. Ability to work collaboratively with other City employees and the public. Knowledge of and ability to employ conflict resolution techniques. Competent in effectively directing and guiding teamwork efforts. Proficient computer skills, including expertise in Microsoft Office Products (Word and Excel). Ability to plan, prioritize, and organize work, completing assignments with minimal supervision. Utilize sound engineering judgment with minimal oversight. In-depth knowledge of principles and practices of transportation design. Extensive knowledge of contemporary transportation engineering methods and techniques. Attention to detail and the ability to interpret complex plans and diagrams. A valid Driver's License and a reliable vehicle are required. Attendance at evening meetings may occasionally be necessary.

Preferred Qualification

A minimum of five (5) years of experience in civil engineering, including expertise in geometric roadway design and storm drainage design. Registration as a Professional Engineer (PE) is preferred.

Minimum Qualifications

A Bachelor's Degree in Engineering or a related field, accompanied by three (3) years of relevant experience in civil engineering.

Salary

$78,814 - $98,518, commensurate with experience.
