Position Overview

The Chief Human Resources Officer (CHRO) is an essential member of the leadership team and serves as a resource for all University Departments. This role focuses on cultivating and sustaining robust and trustworthy relationships with university leaders and employees across all levels.

The CHRO is tasked with providing direction, oversight, and leadership for the University's human resources initiatives. This encompasses the formulation and integration of recruitment and selection strategies, compensation management, job classification, interpretation and implementation of personnel-related policies and procedures, employee benefits administration, maintenance of personnel records, and addressing employee relations matters. The CHRO ensures that all human resources programs and initiatives are in alignment with the overall institutional strategy, goals, and objectives.

Key Responsibilities
  • Act as a pivotal member of the Leadership team responsible for defining and achieving the university's strategic plans and objectives.
  • Serve as a strategic business partner to the executive and senior management across departments and colleges to optimize organizational and management outcomes.
  • Provide guidance and serve as a strategic resource and trusted advisor to all University Departments and Senior Management Team members on HR-related matters.
  • Foster and maintain strong and trusted relationships with university leaders and employees at all staffing levels.
  • Lead and direct the Office of Human Resources, ensuring that all HR programs and services are consistent and meet the institution's needs and objectives.
  • Implement HR management policies and procedures in compliance with federal and state laws, institutional policies, and Board of Regents regulations.
  • Develop and coordinate training programs and performance management initiatives that support the university's vision.
  • Act as the primary contact/liaison to Board of Regents, Legal Affairs personnel, and other agencies to ensure compliance with BOR, federal, and state regulations.
  • Oversee compensation management.
  • Perform additional duties as assigned.
Required Qualifications

A Bachelor's degree in business administration, public administration, or personnel administration or a related field.

Five (5) years of supervisory experience in human resources management, employee-management relations, compensation administration, or related fields.

Preferred Qualifications

Master's degree preferred.

Five (5) years of responsible professional experience as a manager or above in human resources management, employee-management relations, compensation administration, or related fields.

Experience in a university/college setting or state or local government.

Thorough knowledge of and demonstrated experience implementing employment laws, including Equal Employment Opportunity, Fair Labor Standards Act, Affordable Care Act, and Board of Regents Policies.

SPHR or SHRM SCP certification.

Experience leading strategic human resources initiatives.

Proposed Salary

Salary commensurate with experience and qualifications.

Knowledge

  • Understanding of state and federal employment laws, such as HIPAA and other privacy laws, FLSA, immigration, EEOC (discrimination/harassment), FMLA, SNL, and others.
  • Familiarity with recruitment, selection, and retention processes, HRIS, employee benefits, training and professional development, performance management, and employee safety.

Skills

  • Excellent verbal and written communication skills.

  • Strong supervisory and leadership capabilities.
  • Exceptional organizational skills.

  • Proven ability to supervise and develop HR staff.
  • Ability to cultivate effective working relationships and interact with executive administrators, faculty, staff, and the public.
  • Analytical skills to effectively assess problems and devise creative solutions to complex human resource issues.
  • Accurate interpretation of EEO/AA laws and regulations with the ability to advise university leaders and staff on their application.
