Senior Project Manager for IT Modernization

The Panther Group is seeking a contract professional with extensive experience in IT project management, specifically in the realm of Driver License Software, to spearhead the modernization initiatives of our internal software systems.

This role requires the individual to maintain a collaborative relationship with the IT Project Manager overseeing modernization efforts. The Project Manager will be responsible for directing, managing, and overseeing enhancement or development programs. The primary focus of this position is to ensure the successful execution of the project from inception to completion.

The Project Manager must guarantee that the program is delivered on time, within budget, and meets the established business, technical, and quality standards.

The modernization process is continuous and will unfold over several phases, which include:

  1. Upgrading the driver license software
  2. Translating the vehicle software into a new programming language
  3. Merging both systems into a unified application

The ideal candidate will possess the following essential skills:

  • Act as the primary liaison for all program-related inquiries and issue resolution.
  • Demonstrate proficiency in various methodologies and effectively communicate with stakeholders at all levels.
  • Oversee the approval and endorsement of the program plan in collaboration with customer representatives, including portfolio managers and other relevant stakeholders.
  • Manage the program's scope and secure agreement on any scope modifications with customer representatives and stakeholders.
  • Foster and maintain relationships with key stakeholders and customer representatives.
  • Direct the planning and scheduling of design work.
  • Monitor and track program progress against the established plan.
  • Coordinate and present proposals to relevant agencies as needed.
  • Identify, manage, and mitigate program risks, ensuring issues are tracked to resolution.
  • Ensure team leads adjust estimates as necessary and proactively address potential issues.
  • Resolve conflicts with sensitivity and professionalism.
  • Establish program standards and specific procedures in collaboration with team leads.
  • Ensure compliance with established standards and procedures.
  • Capture and report essential program management metrics.
  • Tailor and baseline all program templates as required.
  • Facilitate the achievement of program service commitments and performance metrics.

It is crucial that all tasks provide value and align with the strategic direction of the program while meeting service commitments. Regular reviews with agencies will be conducted to ensure alignment.

The Project Manager will be accountable for the final program management evaluation review with stakeholders for approval upon program completion.

Effective communication with customers and software/hardware suppliers supporting the Commonwealth is essential. The Project Manager will also be responsible for identifying and tracking issues, balancing workloads with team members' capacities, and ensuring that team members understand how their contributions support the overall program objectives.
