Job Summary

We are seeking a highly skilled and dedicated Animal Control Officer to join our team at the City of Hobbs, NM. As an Animal Control Officer, you will be responsible for enforcing animal regulations, laws, and ordinances in a designated geographical area.

Key Responsibilities
  • Patrol and Enforcement: Patrol designated areas to enforce animal regulations, laws, and ordinances.
  • Animal Handling and Care: Handle and care for stray, unwanted, and injured animals, including setting humane animal traps and quarantining biting animals.
  • Investigations and Reporting: Conduct investigations into animal-related complaints, including cruelty and dangerous dog investigations, and prepare reports as needed.
  • Public Education and Outreach: Provide information to the public regarding municipal codes and laws related to animal control.
  • Court Testimony: Testify in court regarding animal control cases as needed.
  • Log Maintenance: Maintain logs of incoming animal activity and number of animals euthanized.
  • Interagency Collaboration: Collaborate with other agencies, including the Police Department, Sheriff's Department, and Lea County Animal Control Department, as needed.
Requirements
  • Education: High school diploma or equivalent required.
  • Experience: Customer service, public relations, or handling of domestic animals preferred.
  • Skills: Ability to handle a snare, Oleoresin Capsicum (OC) spray, and an animal control stick; knowledge of standard Microsoft software and basic computer skills; knowledge of city geography.
  • Certifications: Ability to obtain National Animal Control Association (NACA) training and Euthanasia certification within one year of hire.
Working Conditions

The Animal Control Officer will work in a fast-paced environment, frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals, and animal diseases transmittable to humans. The noise level in the work environment is moderate to loud.

Benefits
  • Health Insurance: 80% to 90% coverage for single to family coverage.
  • Short-Term Disability: 100% coverage provided by the City of Hobbs.
  • PERA Contributions: 14.8% for general, 28.775% for HPD, 30.9% for HFD.
  • CDL Pay: $6,000 per year (if applicable).
  • PTO Accruals: 12 hours per month (144 hours per year) and progressively increase based on years of service.
  • Bilingual Pay: $1,500 dollar incentive per year upon completion of yearly proficiency test.
  • Education Incentive: $1,000, $4,000, $6,000 dollars for Associates, Bachelor's, Masters degree respectively.
  • Longevity Pay: Begins at the completion of 10 years of service and gradually increases.
  • Retention Incentive: $600 incentive yearly with years 1-9 of completed service.
  • Paid Holidays: 13 paid holidays.
  • Bereavement Leave: 5 days per calendar year per personnel rules guidelines.
  • Military Leave: Hours per year for general, per year for HPD, 360 hours per year for HFD.
