The Public Sector Project Manager is accountable for overseeing all aspects of planning and executing public sector enterprise software and service procurement, along with implementation supervision. This role aids public sector clients in crafting and executing an ERP procurement strategy, which encompasses defining project objectives, gathering system requirements, and authoring procurement documents such as Requests For Proposals (RFPs) and Requests For Information (RFIs). The Project Manager will facilitate the vendor evaluation and selection process while maintaining neutrality regarding vendors, software, and products. Additionally, this position involves supporting contract negotiations with the chosen software provider or integrator and overseeing the implementation engagement, including quality assurance, project management, and resource management throughout the software development lifecycle (SDLC).

Key Qualifications:

  1. Over ten years of recent experience in leading the solicitation and vendor evaluation of large-scale public sector IT projects, ideally ERP-related.
  2. Extensive delivery management experience, including managing teams across all project phases, with a proven track record in client relationship management and oversight of multiple projects on long-term engagements.
  3. In-depth knowledge and experience in public sector procurement strategies.
  4. Ability to independently manage client relationships, including executive sponsors and senior project management, ensuring satisfaction throughout the engagement.
  5. Demonstrated success in leading all phases of public sector vendor evaluation and selection, as well as implementation.
  6. Proficient in understanding client business, fostering collaboration, and recommending strategies that align with client culture and business models.
  7. Experience in developing public sector procurement documents (e.g., RFPs) and related acquisition materials for software and services.
  8. Capability to design and draft evaluation materials, including Evaluation Guides, demonstration scripts, and scoring criteria.
  9. Expertise across a broad range of business and IT-related subject matter areas.
  10. Familiarity with public sector procurement policies and procedures.
  11. Experience in conducting cost-benefit analyses for new IT acquisitions.
  12. Proficient in managing large IT budgets and negotiating software and services contracts.
  13. Public sector experience (minimum of five to seven years across various client engagements).
  14. Strong presentation, verbal, and written communication skills, with the ability to convey complex ideas in accessible business terms to all management levels.
  15. Ability to effectively manage multiple competing priorities with meticulous attention to detail.
  16. Possesses strong analytical and listening skills, with the ability to coach and mentor others, leading by influence.
  17. Demonstrates effective team-building skills.
  18. Ability to make timely decisions and escalate unresolved issues appropriately.
  19. Oversees project delivery from a departmental and organizational perspective, based on project scope and stakeholder impact.
  20. Bachelor's degree in Arts or Science required, preferably in a technical or business field.
  21. MBA or other advanced degrees are desirable.
  22. Proficient in MS-Office Suite applications, including Microsoft Word, Excel, PowerPoint, MS-Project, and MS-Outlook.

Primary Responsibilities:

  1. Design and implement procurement strategies.
  2. Establish project objectives, governance, and standards.
  3. Serve as the primary author of comprehensive procurement documents for software and/or services.
  4. Develop detailed statements of work for sample contracts in procurement documents.
  5. Lead vendor pre-proposal briefings and coordinate responses to vendor inquiries.
  6. Manage the vendor evaluation and selection process.
  7. Document the formal evaluation process for the Evaluation Team.
  8. Facilitate vendor presentations during the evaluation phase.
  9. Provide expert insights and analyses as requested by clients.
  10. Support the Client Evaluation Team throughout the selection process.
  11. Conduct financial and solution alternative analyses during contract negotiations.
  12. Organize and support the negotiation process with selected vendors.
  13. Recommend negotiation strategies based on expertise.
  14. Finalize statements of work into actionable plans.
  15. Draft and organize Best and Final Offers as necessary.
  16. Deliver Evaluation Process Summaries and results to the Executive Team.
  17. Manage assignments, milestones, and schedules while monitoring progress.
  18. Ensure effective project resourcing and manage relationships with diverse stakeholders.
  19. Verify that all required project management documents are completed and approved.
  20. Facilitate issue resolution with input from Client Project Directors.
  21. Timely escalate unresolved issues to Project Directors or Steering Committees as appropriate.
  22. Report project progress, budget, and status to relevant stakeholders and recommend corrective actions when necessary.
  23. Identify and manage risks, ensuring a risk mitigation plan is in place.
  24. Hold Implementation Vendors accountable for timely, within-scope, and quality project completion.
  25. Assist in mitigating and resolving issues and conflicts elevated by the Vendor Implementation Project Director.
  26. Manage project change requests and facilitate the approval process.
  27. Regularly review project plans and schedules, ensuring issues are documented and addressed.
  28. Independently oversee project management, securing necessary resources and advocating for senior management support.
