Position Overview: IT Procurement Specialist

As an IT Procurement Specialist at Vaachi Systems Inc., you will engage in advanced procurement activities related to information technology. This role requires a comprehensive understanding of solicitation processes and procurement regulations. Your responsibilities will encompass planning, coordinating, and drafting specifications for the acquisition of goods and services, as well as maintaining meticulous records of transactions.

Key Responsibilities:

  • Oversee the preparation, review, tracking, and processing of purchase orders.
  • Provide expert consultation to business stakeholders and technical teams regarding significant IT solicitations.
  • Organize and facilitate procurement-related meetings, including kick-off sessions, pre-proposal discussions, post-award conferences, and evaluation sessions.
  • Develop solicitations, contracts, and amendments by identifying vendor resources, detailing required services, assessing bidder information, and negotiating contract terms.
  • Review and manage the distribution of bid invitations to potential vendors.
  • Facilitate meetings and resolve procurement-related issues.
  • Maintain productive relationships with vendors and suppliers.
  • Prepare and deliver mandatory reports as required.
  • Monitor requisitions and orders for merchandise, supplies, and equipment, ensuring compliance with established guidelines and regulations.
  • Stay informed about legal and regulatory requirements affecting procurement activities.
  • Perform additional related duties as assigned.

Essential Skills:
  • Ability to work independently in a diverse team environment, both on-site and remotely.
  • Capable of leading meetings with business users to coordinate procurement activities.
  • Experience in leading evaluations for significant solicitations.
  • Proficient in multitasking and willing to exert extra effort when necessary.
  • Adept at identifying challenges and proposing innovative solutions.
  • Strong communication skills, with the ability to convey complex concepts clearly and effectively, both verbally and in writing.
  • Participate in or lead project management, coordination, planning, and scheduling activities.
  • Adhere to written standards and procedures while working independently.
  • Keep management updated on the status of activities through timely and accurate reporting.

Qualifications:
  • 4 - 8 years of experience in procurement.
  • Possession of an active Contract Texas Certified Developer (CTCD) Certificate.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong research and problem-solving abilities.

Required Knowledge:
  • Understanding of procurement methods and procedures.
  • Familiarity with the Department of Information Resources (DIR) and other supply sources.
  • Knowledge of Texas state procurement laws and regulations.
  • Experience in effective collaboration and communication across various subject matter groups.
  • Expertise in contract negotiation strategies and techniques.
  • Experience in leading major IT solicitation meetings and evaluations.
  • Proficiency in Microsoft Office 365 tools: Word, Excel, Teams, SharePoint.
  • Knowledge of security policies, procedures, and requirements.
  • Certified Contract Texas Developer (CTCD).

Preferred Knowledge:
  • Familiarity with the Centralized Accounting Payroll/Personnel System (CAPPS) Purchasing Module.
