Job Overview:

The Texas Department of Aging & Disability Services is dedicated to enhancing the health and well-being of all Texans, particularly those in vulnerable situations.

We are seeking a Public Health Policy Analyst to become an integral part of our proactive and dedicated team. This role focuses on evaluating healthcare policies, understanding their implications for public health, conducting in-depth research on health care policies and industry developments, and overseeing the assessment of pertinent legislation.

Under the supervision of the Director of the Office of Public Health Policy, the Public Health Policy Analyst will provide expert guidance on public health policies and support the implementation and management of initiatives aimed at enhancing public health systems.

The responsibilities of this position include planning, prioritizing, and executing public policy research, as well as offering policy development assistance for various programs. The analyst will coordinate comprehensive research on public health best practices and analyze the return on investment, synthesizing findings into clear briefings, reports, and memoranda for senior management.

This role also involves contributing to efforts aimed at improving the health of at-risk populations by providing expert guidance on enhancement initiatives, delivering advanced consultative services to public health regions and contractors, and advising senior management on effective evaluation techniques for agency activities.

Additionally, the analyst will support leadership in collaborative efforts with committees and external organizations, working with minimal supervision and exercising considerable initiative and independent judgment.



Key Responsibilities:
1. (25%) Develop and assist in the creation of public health policy documents, including responses to federal regulations. Conduct complex policy research and provide development support.

Coordinate and execute independent research on best practices and state options, summarizing findings into concise briefing documents.

Prepare high-quality reports, issue papers, and correspondence for senior management review.

(25%) Facilitate agency-wide initiatives to enhance the health of Texans by offering high-level advice on improvement projects and policy assessments.

Provide advanced consultative services to public health regions and contractors.

Assist in drafting cross-agency policies and procedures aligned with program objectives.


3.

(25%) Consult with management on effective evaluation techniques for agency activities, identifying new initiative needs, and providing technical assistance in developing new methodologies.

Collaborate with various sections to optimize productivity and achieve project goals.

4. (20%) Establish and lead collaborative workgroups across agencies, setting goals and objectives for project outcomes.

Support the development of responses to funding opportunities for community health improvement initiatives.

Represent the department at relevant meetings and conferences.

5.

(5%) Perform additional duties as assigned, which may include participating in disaster response efforts or supporting Continuity of Operations (COOP) activities.



Required Knowledge, Skills, and Abilities:

Familiarity with local, state, and federal laws, regulations, and program policies relevant to public health.

Understanding of health and human services programs.
Knowledge of the legislative process in Texas.
Proficiency in public health principles and research methodologies.
Competence in business operations and process improvement practices.

Skills in using standard office software and analyzing complex problems to develop effective solutions.
Ability to prepare detailed reports and communicate findings clearly to diverse audiences.
Capability to gather and synthesize information from various sources, translating complex data into accessible formats.
Ability to plan, organize, and manage multiple projects effectively.
