GENERAL OVERVIEW

This role involves the management of the Texas Department of Public Safety's research initiatives. The position is responsible for providing guidance and support to various DPS divisions to facilitate the management of research projects and to identify potential research support requirements. The ideal candidate will possess exceptional communication, management, planning, and organizational skills, along with a solid understanding of both qualitative and quantitative research methodologies. The role operates under general supervision, allowing for a moderate degree of initiative and independent judgment.

KEY RESPONSIBILITIES:

  1. Collaborate with DPS divisions to evaluate research support needs and formulate targeted research topics and inquiries.
  2. Develop and sustain a comprehensive research agenda for DPS, establishing effective program management protocols.
  3. Foster and maintain a wide network of relationships with potential research collaborators at Texas educational institutions and other organizations engaged in public safety research.
  4. Assist in the design and execution of a formal internship program, partnering with external entities to identify qualified interns and coordinating with DPS leadership to establish internal processes for intern management.
  5. Engage with potential research partners to communicate the DPS research agenda, elucidate the program, and recruit volunteer researchers for specific projects.
  6. Provide project management support to DPS divisions as required, including defining research parameters, methodologies, expectations, and deliverables.
  7. Assign researchers to assist DPS divisions with designated research projects, ensuring effective coordination and communication between DPS and research teams.
  8. Assess program outcomes and offer recommendations for adjustments to program goals, objectives, policies, and procedures as necessary. Review and analyze relevant professional literature to identify more efficient methods for achieving program objectives.
  9. Participate in research-related conferences and meetings to cultivate relationships and stay informed about current trends and best practices in public safety research.
  10. Provide insights regarding the desirability of ongoing or new research initiatives in specific areas.
  11. Maintain regular attendance and adhere to approved work hours in accordance with agency policies.
  12. Perform additional duties as assigned.

QUALIFICATIONS AND REQUIREMENTS:

Education: A Master's degree from an accredited institution in political science, sociology, economics, criminal justice, or a related field focused on social science research.

Experience: A minimum of three years of experience in research, education, law enforcement, homeland security, emergency management, military, or other government-related fields. Experience in independently managing programs or projects is preferred.

Licensure: A valid driver’s license from the state of residence is required if driving is part of the job responsibilities.

Knowledge: Familiarity with TXDPS, state and federal regulations, legislation, guidelines, policies, and procedures is essential. Understanding of scholarly publishing processes and standards is also important.

Leadership Skills: Knowledge of management principles, performance standards, and budget management. Ability to develop effective plans, policies, and procedures for optimal workflow and effectiveness. Capability to provide clear direction, promote teamwork, and motivate others to achieve objectives.

Technical Skills: Proficiency in Microsoft Office and relevant software systems (e.g., CAPPS, SharePoint) with the ability to learn new technologies.

Interpersonal Skills: Demonstrated ability to maintain professionalism, tact, and diplomacy while building positive relationships with internal and external stakeholders. Must embody the core values of Integrity, Excellence, Accountability, and Teamwork.

Organizational Skills: Must be organized, adaptable, and capable of prioritizing effectively in a dynamic environment; able to manage multiple projects simultaneously without compromising quality or professionalism.
