Job Overview

GENERAL SUMMARY

The Chief Operations Officer is accountable for managing all operational divisions, including Transit Operations, Fleet Management, Facilities Management, Customer Service, and Specialized Services. This role is pivotal in ensuring that safety, compliance, and organizational objectives are achieved to deliver effective and efficient transit services. The COO provides strategic leadership and direction to the Operations Division.

KEY RESPONSIBILITIES

  1. Execute the core responsibilities associated with the position.
  2. Oversee the provision of transit services, ensuring that Operations Division personnel align with agency goals regarding service reliability, cost-effectiveness, safety, continuous improvement, and customer satisfaction.
  3. Ensure the delivery of transit services that guarantees an outstanding customer experience, adherence to legal standards, and effective service delivery methods that enhance community value.
  4. Manage the development of the Operations budget, oversee fiscal performance, and engage in strategic capital planning to maintain high performance standards.
  5. Collaborate with union representatives to address issues promptly and negotiate labor contracts as necessary.
  6. Direct the Operations response to grievances, complaints, lawsuits, and arbitrations, representing the department at hearings as required.
  7. Provide recommendations and presentations to Executive Management and the Board of Directors.
  8. Supervise assigned personnel, including task assignment, work review, guidance, coaching, and performance evaluations.
  9. Perform additional duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Responsible for managing and monitoring the performance of an organizational unit, including evaluating program objectives and effectiveness, establishing organizational goals, and realigning work and staffing assignments.

FISCAL RESPONSIBILITY

  • This position holds fiscal responsibility for the assigned division and/or the entire organization. It ensures that appropriate connections exist between division and agency-wide budgets, funding limitations, and service levels to meet specific goals. Monitors progress toward fiscal objectives and adjusts plans as necessary.

MINIMUM QUALIFICATIONS

Required Education and Experience

  • Bachelor's degree in Business, Transportation, or a related field from an accredited institution.
  • A minimum of seven (7) to nine (9) years of relevant experience in a transportation setting with increasing responsibilities.
  • An equivalent combination of training, education, and experience that provides the necessary skills, knowledge, and abilities may be considered.

Required Licenses or Certifications

  • Valid Driver's License.

WORKING CONDITIONS

  • Work is conducted in an office environment and may require fieldwork as necessary.
  • Occasional travel within the metropolitan area may be required.

COMPENSATION

This is a full-time, exempt position, eligible for a comprehensive administrative benefits package. The salary range is competitive and commensurate with experience.
