The City of Eugene is seeking a qualified individual for the role of Airfield Operations Manager. This position is responsible for overseeing the adherence to the Airport Airfield Maintenance Program and ensuring compliance with Federal Aviation Administration (FAA) regulations. The manager will lead a team of 7 Airfield Workers and will report directly to the Assistant Airport Director – Operations Security & Maintenance.

Key Responsibilities:
- Conduct research and analysis to inform decision-making and recommendations.
- Implement actions and coordinate staffing and work activities related to airport maintenance.
- Enforce rules, regulations, and contracts pertinent to airfield maintenance operations.
- Develop and manage FAA-mandated wildlife programs, winter operations, fleet management, and compliance record-keeping.
- Serve as a liaison with stakeholders regarding airfield activities.
- Manage administrative tasks, including personnel issues and budget preparation.

Department/Division:
Public Works Department / Airport Division

Compensation:
$58.93 per hour; $122,574.40 annually

Experience:

A minimum of four and a half years of progressively responsible experience in a related professional field, preferably within the commercial aviation sector or aviation management, including at least one year in a supervisory or program management capacity.


Education:

A bachelor's degree from an accredited institution in aviation, airport management, civil engineering, construction technology, business or public administration, public policy management, transportation planning, or a closely related discipline. Additional relevant professional experience may substitute for the educational requirement.

Licensure:
A valid driver's license or the ability to obtain one by the date of hire. Candidates must pass a driving records check and maintain a driving record that meets the City's standards.

Ideal Candidate Profile:
Knowledge of:

FAA rules, regulations, and operational directives governing the aviation transportation system, including Part 77, 49 CFR's Part 139, and FAA advisory circulars related to airport maintenance, construction, winter operations, security, ARFF, and Airport improvement programs.


Ability to:
Effectively prioritize among the diverse elements of airport operations programs. Analyze issues, identify solutions, project outcomes, and implement recommendations.
