GENERAL SUMMARY
The Chief Operations Officer (COO) is tasked with the comprehensive management of all operational sectors, which encompass Transit Operations, Fleet Management, Facilities Management, Customer Service, and Specialized Services. The COO ensures that safety protocols, compliance measures, and organizational objectives are effectively upheld to deliver efficient transit services. This role involves providing strategic leadership and direction to the Operations Division.
KEY RESPONSIBILITIES
- Execute the primary responsibilities associated with the position.
- Supervise the provision of transit services, ensuring that Operations Division personnel align with agency goals concerning service reliability, cost-effectiveness, safety, ongoing improvement, and customer satisfaction.
- Ensure that transit services are delivered in a manner that guarantees an outstanding customer experience, adheres to legal standards, and optimizes service delivery methods to enhance community value.
- Lead the development of the Operations budget, oversee financial performance, and engage in strategic capital planning to maintain high performance standards.
- Collaborate with union representatives to address issues promptly. Negotiate labor contracts and agreements as necessary.
- Manage Operations responses to grievances, complaints, legal actions, and arbitrations as required, representing the department in hearings and arbitrations when necessary.
- Prepare recommendations and presentations for Executive Management and the Board of Directors.
- Oversee the work of assigned staff, including task assignments, performance reviews, and coaching.
- Perform additional duties as assigned.
SUPERVISORY DUTIES
- Responsible for managing and evaluating the performance of an organizational unit, including assessing program objectives and effectiveness, establishing broad organizational goals, and adjusting staffing assignments as needed.
FISCAL ACCOUNTABILITY
- This position carries fiscal responsibility for assigned divisions and/or the entire organization. It ensures that connections between division and agency-wide budgets, funding limitations, and service levels are maintained to meet specific goals. Progress towards fiscal objectives is monitored, and plans are adjusted as necessary.
MINIMUM QUALIFICATIONS
Education and Experience
- A Bachelor's degree in Business, Transportation, or a related field from an accredited institution.
- A minimum of seven (7) to nine (9) years of relevant experience in a transportation setting with increasing responsibilities.
- An equivalent combination of education, training, and experience that provides the necessary skills and knowledge may be considered.
Required Licenses or Certifications
- Valid Driver's License.

WORKING CONDITIONS
- This role requires working in both an office environment and field settings as necessary, with occasional requirements for evening or weekend work.
COMPENSATION
This is a full-time, exempt position eligible for a comprehensive benefits package. The salary range is competitive and commensurate with experience.
