This position is exclusively available to individuals with promotional status within the Department of Health and Human Services.

Core Responsibilities:

This role involves administrative duties of a managerial nature focused on planning, coordinating, and overseeing a segment of the child support initiative. Key responsibilities include formulating and executing statewide protocols for the efficient application of automation; conducting planning, evaluation, budgeting, and project assessment; and offering functional oversight to child support professionals. The evolving state and federal regulations necessitate that the Program Manager modifies operational rules and procedures to align with automation; prioritizing the development and execution of automated work processes is essential. This position bears the primary responsibility for the preparation of federal reports vital for program funding. The Program Manager must possess expertise in policy and legislation, committed to identifying changes and initiating dialogues with the Office of Information Technology to ensure accurate representation of work within the program's technological framework. The Program Manager will facilitate the implementation of program modifications for both staff and the public. This role involves reviewing and analyzing program services and resources to enhance and improve statewide offerings. The position entails managerial responsibilities at a professional level under limited administrative guidance.

Job Duties:

Typical duties in this classification include:

•Developing work requirements and implementing practices utilizing automation

•Assisting the Director and Deputy Director of the Division of Support Enforcement & Recovery in the development and management of automation

•Reviewing program operations and services to aid management in identifying and resolving operational challenges

•Executing complex assignments; gathering, analyzing, and presenting data pertinent to the effective administration of contracts with private vendors

•Regularly meeting with management to assess the status of automated systems, work requirements, and policies, procedures, and guidelines

•Providing recommendations for the development and implementation of technology based on knowledge of state and federal policies

•Conducting program audits as mandated by governing state and federal agencies, submitting reports, and preparing program responses

This position will supervise two District Supervisors, one Business Manager, and one Office Associate II Supervisor. The role is located in Augusta and will collaborate closely with Support Enforcement Regional Managers, the Customer Service and Training Team Manager, Office of Information Technology partners, and other service vendors for the Division.

Minimum Qualifications:

To qualify, candidates must possess a combination of eight (8) years of progressively responsible education, training, and/or experience, including at least four (4) years in supervisory, project, or organizational management within law, business, non-profit, or public sectors.

The ideal candidate will demonstrate comprehensive knowledge of DSER computer systems and technology, federal and state audit criteria; applicable federal and state policies, laws, and regulations; state technology policies; procurement policies and procedures.
Exceptional communication skills are essential, as is the ability to collaborate effectively with internal and external partners.

The Office for Family Independence is responsible for managing eligibility determinations for various programs, including MaineCare, Temporary Assistance for Needy Families (TANF), Food Supplement, and Child Support.

The Division of Support Enforcement and Recovery (DSER) is tasked with developing and implementing the rules, regulations, policies, and procedures necessary to ensure that all non-custodial parents contribute to the economic support of their children. Program responsibilities encompass establishing paternity, locating absent non-custodial parents, and enforcing child support orders while representing the Department's interests in the Maine District Court and the Family Division of the Maine District Court regarding child support matters.
