Role Summary:

The Virginia Department of Transportation's Information Technology Division is seeking a consultant program manager responsible for overseeing daily operational functions within the design program. This role requires providing leadership and direction to a team to ensure that technology initiatives are executed efficiently and effectively. The program manager will ensure that projects align with VDOT's technology strategy and will supervise staff across various IT functions.

Key Responsibilities:

  1. Oversee Initiatives: Manage IT initiatives for the assigned program, allocating resources to project teams to achieve deliverables.
  2. IT Policy Compliance: Ensure adherence to VDOT and VITA policies, standards, and guidelines governing IT systems.
  3. Program Maintenance: Supervise staff and work within the assigned program to maintain consistent processes and quality standards.
  4. Execute Program: Lead staff in daily operations related to specific IT functions, performing managerial and technical tasks of varying complexity.
  5. Manage Programs and Projects: Plan and implement technology project delivery, overseeing staff assignments and developing training plans.
  6. Strategic Management: Collaborate with peers to define the strategic direction for the technology program, evaluating tools and prioritizing work efforts.
  7. Business Process Improvement: Identify opportunities for enhancing business processes through technology solutions.
  8. Reporting: Provide updates on project plans, timelines, and progress, participating in strategic planning for programs and systems.
  9. Ensure Compliance: Manage compliance and ensure staff adherence to required policies and procedures.
  10. Improve Processes: Track operational metrics and apply findings to enhance specific processes.

Required Skills:

  • Proven ability to supervise technical staff and manage complex projects.
  • Strong communication skills, both oral and written, with diverse audiences.
  • Technical troubleshooting expertise across applications, systems, and networks.
  • Experience in system analysis and design.
  • Ability to develop and implement work plans effectively.
  • Knowledge of IT governance, compliance, and service management.
  • Proficiency in leading IT professionals in program planning and execution.

Minimum Qualifications:

  • Extensive experience in managing IT functions and leading technology initiatives.
  • Strong leadership skills in guiding IT professionals.
