Job Objective: The role involves executing intricate architectural support and preservation tasks associated with state and federal historic tax credit initiatives as part of a dedicated team within the Division of Architecture (DOA) at the Texas Historical Commission (THC). Responsibilities include evaluating program applications for adherence to the Secretary of the Interior's Standards for Rehabilitation, offering technical guidance and consultative support regarding program regulations to applicants and the public, and aiding in program management and outreach.

Essential Duties:

  • Assess architectural projects under the Texas Historic Preservation Tax Credit program for compliance with the Secretary of the Interior's Standards for Rehabilitation and associated regulations. Provide feedback on conditions for approval and recommendations for project acceptance or rejection.
  • Evaluate architectural projects under the Federal Investment Tax Credit program for certified rehabilitations, ensuring alignment with the Secretary of the Interior's Standards for Rehabilitation and program guidelines.
  • Deliver technical advice to applicants, prospective applicants, professional consultants, governmental agencies, and the public regarding application requirements and program regulations through various communication methods.
  • Engage with architects, consultants, property owners, and government officials in both office and field settings to assess building conditions and understand programmatic requirements and relevant building codes.
  • Facilitate negotiations with stakeholders to resolve disputes regarding project scope and compliance with program regulations.
  • Maintain regular communication with the National Park Service Technical Preservation Services to address standardized program and architectural concerns and seek preliminary guidance on potential projects.
  • Collaborate closely with the program team, Architecture Division Director, agency leadership, and the National Park Service on significant and complex projects as necessary.
  • Coordinate with other THC staff and divisions to align tax incentive programs with broader economic development goals.
  • Prepare documentation related to historic tax credit programs, including project descriptions, technical guidance, and informational materials for THC publications.
  • Assist in program administration by maintaining files, updating databases, and preparing reports.
  • Conduct workshops or presentations for communities and professional groups regarding tax credit programs.
  • Engage with local and regional preservation organizations to promote program achievements.
  • May assist in training others within the program.
  • Adhere to established work schedules and maintain regular attendance.
  • Follow all safety guidelines and ethical standards set by THC.

Qualifications:

  • Master's degree in historic preservation, architectural history, or a related field; or a professional architecture degree from an accredited institution with coursework in historic preservation.
  • At least two years of full-time professional experience in historic preservation projects.
  • Meet the Secretary of the Interior's Historic Preservation Professional Qualifications Standards in Architectural History or Historic Architecture.
  • Experience with architectural procedures and application of the Secretary of the Interior's Standards for the Treatment of Historic Properties.
  • Experience collaborating with architects and property owners on historic preservation projects.
  • Strong public speaking and writing abilities.
  • Valid driver's license and acceptable driving record.
  • Willingness to travel up to 20% of the work period.

Preferred Qualifications:

  • Experience in preparing technical information and architectural plans for historic preservation.
  • Familiarity with state and federal tax credit programs.
  • Regulatory project review experience related to historic preservation laws.

Work Environment: Typical office environment with potential exposure to dust and allergens. The role may involve sedentary tasks, as well as occasional physical activities such as walking and lifting up to 30 pounds. Extended periods at a computer may be required.
