Job Summary:


The Department of Health and Human Services is in search of a dedicated professional to fulfill the role of Economic Assistance Program Specialist. This position is crucial for overseeing the daily operational and technical aspects of various Economic Assistance Programs.

The specialist will be responsible for the planning, execution, monitoring, and assessment of these programs, ensuring adherence to established policies and procedures.

With minimal supervision, the specialist will develop, implement, and evaluate program activities to maintain compliance with both federal and state regulations.

This role encompasses researching and formulating program policies, conducting quality assurance assessments, and offering technical support to agency personnel, clients, and service providers.

Moreover, the specialist will draft necessary policies and procedures, compile reports, facilitate training sessions, conduct audits, and collaborate with governmental and community organizations to enhance program efficiency and guarantee service delivery standards are upheld.

The position also entails evaluating program success, devising improvement strategies, and ensuring effective service utilization through comprehensive data analysis and compliance evaluations.



Key Responsibilities:

  • Research, analyze, and interpret federal and state regulations, laws, and administrative requirements to develop suitable policies and procedures.
  • Clarify and explain operational practices, policies, and regulatory requirements to agency staff and community organizations.
  • Evaluate program effectiveness, identify training needs, and assist in creating training materials.
  • Establish necessary resources and administrative support for the efficient operation of multiple programs and collaborations with external agencies.
  • Draft and implement policy and program regulations as required.
  • Prepare and submit mandated federal and state reporting documents and analyze relevant data.

Compensation:
$23.779 per hour - Non-Exempt

Qualifications:

Minimum Requirements: A Bachelor's degree or equivalent experience in public administration, social sciences, healthcare, human services, or a related field. Relevant professional experience in a human/social service or healthcare agency, particularly in planning or evaluating services, may substitute for educational qualifications.

Preferred Qualifications: At least one year of experience directly related to DHHS Programs or Policy. Previous experience in Economic Assistance Program eligibility assessments is advantageous. Strong analytical, organizational, and collaborative skills are essential. Proficiency in Microsoft Excel and Word is preferred.

Knowledge, Skills, and Abilities:

Knowledge of: principles of public administration; policy and procedure development; program planning methodologies; federal and state laws governing health and human services; budgeting principles; adult learning techniques; quality assurance practices; and evaluation methods for human services programs.
