Job Overview:

The Department of Health and Human Services is on the lookout for a dedicated professional to fulfill the role of Program Specialist within our Office of Economic Assistance Team.

Role Responsibilities:

This position entails overseeing the daily operational and technical aspects of various Economic Assistance Programs. The specialist will be responsible for the planning, execution, monitoring, and assessment of these programs, including the formulation of procedures and the application of policies.

With limited supervision, the specialist will plan, implement, monitor, and evaluate program activities to ensure adherence to federal and state regulations.

This role also encompasses researching and developing program policies, conducting quality assurance evaluations, and providing technical support to agency personnel, clients, and service providers.

Furthermore, the specialist will draft policies and procedures, compile reports, conduct training sessions, perform audits, and collaborate with governmental and community organizations to enhance program effectiveness and guarantee compliance with service delivery standards.

The position requires assessing program efficiency, creating improvement strategies, and ensuring optimal service utilization through thorough data analysis and compliance evaluations.



Key Responsibilities Include:

  • Researching, reviewing, analyzing, and interpreting federal regulations, state laws, and their administrative requirements to develop suitable policies and procedures.
  • Clarifying and interpreting operational practices, policies, and regulations to agency staff, community organizations, and the public.
  • Evaluating program effectiveness, identifying training needs, and contributing to the development of training materials.
  • Establishing necessary resources and administrative support to ensure efficient operation and coordination of multiple programs and divisions.
  • Drafting and implementing policy, procedure, and program regulations as required.
  • Preparing and submitting mandated federal and state reporting documents and analyzing the associated data.

Compensation:
$23.779 per hour - Non-Exempt

Qualifications:

Minimum Requirements: A Bachelor's degree or equivalent coursework/training in public administration, social/behavioral sciences, healthcare, human services, or a related field. Relevant professional experience in a human/social service or healthcare agency with responsibilities for planning or evaluating services may substitute for educational qualifications.

Preferred Qualifications: At least one year of experience working directly with DHHS Programs or Policy. Previous experience in Economic Assistance Program eligibility assessments. Strong analytical, organizational, and collaborative skills. Effective communication abilities in various formats. Independent critical thinking skills. Proficiency in Microsoft Excel or Word.

Knowledge, Skills, and Abilities:

Knowledge of: principles and practices of public administration; policy and procedure development; program planning methods; federal and state laws and regulations related to health and human services; public funding and budgeting practices; adult learning principles; quality assurance mechanisms; and techniques for planning, monitoring, and evaluating human services programs.
