Job Overview:
The Department of Health and Human Services is looking for a dedicated individual to become a part of our Office of Economic Assistance Team as a Program Specialist for the Temporary Assistance for Needy Families (TANF) initiative. This role is crucial for overseeing the daily operational and technical aspects of TANF programs. Responsibilities include planning, executing, monitoring, and assessing TANF-funded services, as well as developing procedures and enforcing policies.

Under limited supervision, the specialist is responsible for planning, executing, monitoring, and evaluating program activities to ensure adherence to federal and state regulations. This includes researching and formulating program policies, conducting quality assurance evaluations, and providing technical support to agency personnel, clients, and service providers. Additionally, the specialist is tasked with drafting policies and procedures, preparing reports, conducting training sessions, performing audits, and collaborating with governmental and community organizations to enhance program effectiveness and ensure compliance with service delivery standards. The position also entails evaluating program performance, developing enhancement strategies, and ensuring optimal service utilization through comprehensive data analysis and compliance assessments.

Key Responsibilities:

• Conduct research, review, analyze, and interpret federal regulations, state laws, and their administrative requirements to develop suitable policies and procedures.

• Clarify and explain operational practices, policies, and regulations to agency staff, community organizations, and the public.

• Evaluate program effectiveness, identify training needs, and assist in creating training materials.

• Establish necessary resources and administrative support to ensure efficient operation and coordination across all programs and divisions.

• Draft and implement policies, procedures, agreements, and program regulations as required.

Additional responsibilities include reviewing invoices and reports, providing technical assistance, addressing inquiries, developing policies, assessing provider performance, compiling performance reports, and identifying training needs for service providers.

Work Schedule:
Monday - Friday; 8:00 AM - 5:00 PM

Qualifications:

Minimum Qualifications: A Bachelor's degree or equivalent coursework/training in public administration, social/behavioral sciences, healthcare, human services, or a related field. Relevant professional experience in a human/social service or healthcare agency with responsibilities for planning or evaluating services may substitute for educational requirements.

Preferred Qualifications:
  • At least one year of experience with grants, budgets, subawards/contracts, or human service programs.
  • Ability to analyze, develop, and organize materials effectively.
  • Experience working collaboratively in a team environment.
  • Strong communication skills in electronic, virtual, and in-person formats.
  • Independent critical thinking abilities.
  • Proficiency in Microsoft Excel or Word.
Knowledge, Skills, and Abilities:

Knowledge of: principles and practices of public administration; policy and procedure development; program planning methods; federal and state laws, rules, and regulations related to health and human services; public funds and budgeting methods; adult learning principles; quality assurance techniques; and methods for planning, monitoring, and evaluating human services programs.

Skill in: interpreting and clarifying policies for interested parties; delivering formal presentations for educational purposes.

Ability to: plan, organize, and manage a significant program; collaborate effectively in a team setting; analyze and organize materials; maintain positive relationships with agency staff, service providers, community organizations, and clients; communicate effectively in various formats to promote and explain program issues; prepare and review technical documents such as summaries of regulations, action plans, reports, contracts, and grants; understand and apply relevant laws, rules, policies, and procedures; exercise independent critical thinking; and maintain liaison with community representatives and governmental agencies.
