Job Overview

General Summary:

The Substance Use Program Manager is responsible for overseeing various community-based outpatient programs related to substance use, including the Opioid Health Home and Medication Assisted Treatment initiatives. This role involves providing leadership and support to counselors, ensuring adherence to established guidelines and standards. The manager will also engage in direct service provision and foster community partnerships to promote program development.

Key Responsibilities:

  • Process referrals and conduct assessments promptly.
  • Support clients in achieving their treatment objectives while adhering to ethical and licensing standards.
  • Develop and assess treatment plans, ensuring they remain relevant and effective.
  • Implement therapeutic interventions and skill-building strategies as necessary.
  • Facilitate communication with other service providers as needed.
  • Meet or exceed established service hours to maintain clinical engagement.
  • Maintain comprehensive records in compliance with organizational policies and relevant regulations.
  • Ensure timely completion of documentation and adherence to policies by program staff.
  • Manage program tracking and ensure timely intake and discharge processes.
  • Oversee program finances, seeking solutions for budgetary discrepancies.
  • Lead group supervision sessions for the program team.
  • Provide clinical guidance and supervision to program staff.
  • Represent the organization at relevant meetings to enhance program visibility and collaboration.
  • Build and maintain relationships with external stakeholders.
  • Utilize organized methods to promote public awareness of services and expand the referral network.
  • Continuously explore opportunities to enhance service delivery and client outreach in a sustainable manner.

Program-Specific Expectations:

  • Ensure alignment of counselor practices with Medication Assisted Treatment (MAT) standards.
  • Monitor the Opioid Health Home team to ensure appropriate care levels for clients.
  • Conduct regular team meetings for both MAT and Opioid Health Home teams.
  • Oversee the attestation process to optimize revenue and ensure accuracy.
  • Manage an active caseload, providing evidence-based treatment for clients with substance use disorders.
  • Deliver individual clinical supervision for counselors and case managers.
  • Balance client participation and counselor caseloads to maximize service capacity.
  • Oversee program data collection and reporting to clinical leadership.
  • Engage in weekly supervisory meetings.
  • Conduct clinical and administrative reviews for counselors and case managers.
  • Clarify guidelines and processes for MAT and Opioid Health Home program goals to ensure compliance.
  • Participate in the development of training and educational opportunities aligned with the organization's mission.
  • Foster professional relationships within the organization and with community partners.
  • Complete performance evaluations for staff in a timely manner.

Supervisory Responsibilities:

This role includes supervision of Licensed Alcohol and Drug Counselors (LADC) and program staff.

Work Environment:

The work setting includes a typical office environment with private spaces for client sessions, as well as community and educational locations. Remote work is currently in place.

Physical Requirements:

The position requires the ability to perform office tasks, including using a computer and communicating via phone. Lifting up to 10 lbs may be necessary.

Qualifications:

  • Master's degree in a relevant field.
  • Licensure as LCSW, LCPC, LMFT, or CCS for Substance Use Disorders.
