Primary Objective:


Oversee and direct the financial and operational activities of the district, encompassing accounting, payroll, procurement, risk management, and tax administration.

Act as the principal financial consultant to the superintendent and board of trustees.

Key Responsibilities:
Financial Oversight
Keep the superintendent updated on the district's financial matters.
Assess accounting practices, systems, and controls across all district departments and suggest enhancements for their design, execution, and upkeep.

Maintain an ongoing auditing process for all funds and assist both independent and internal auditors during the annual or periodic audit.

Ensure that accounting practices adhere to relevant laws and regulations, including Texas Education Agency Bulletin 679 and the Financial Accounting Manual.

Generate periodic cash flow analyses to assist in determining available cash for investments and bill payments.
Manage the district's investment portfolio.

Supervise the preparation of monthly bank reconciliations for various accounts, including operating, special revenue, debt service, construction, tax, cafeteria, and athletic accounts; review reconciliations of vendor and payroll clearing accounts.

Prepare and input all budget modifications, additions, and deletions.

Review and authorize all purchase orders and payment requests while maintaining budgetary control by confirming fund availability.

Assist in budget preparation and the establishment of long- and short-term objectives for the district's business operations.

Conduct needs assessments to enhance district business operations.

Collaborate with district staff to forecast student enrollments, staffing requirements, facility needs, energy demands, capital equipment needs, and other cost considerations for district and individual school improvements.

Administer the business office budget, ensuring programs are cost-efficient and funds are managed judiciously.
Provide leadership to promote cost-effective practices throughout the district.
Ensure that business operations align with the district's goals and objectives.
Policy, Reporting, and Compliance

Implement policies set forth by federal and state law, State Board of Education regulations, and local board policy regarding business operations.

Compile, maintain, and file all physical and digital reports, records, and other necessary documents.
Prepare and assess monthly financial statements and related budget reports.
Prepare and publish comprehensive annual financial reports in accordance with Association of School Business Officers (ASBO) standards.
Develop semi-annual financial information for submission to the Texas Education Agency (TEA).
Prepare quarterly and final reports for all federal or grant funds.
Procurement and Inventory Management
Maintain accurate and up-to-date computerized inventory records of the district's fixed and movable assets.
Supervise the maintenance of a timely replacement cost-asset listing for insurance purposes.
Organize and conduct sales to dispose of surplus and salvage equipment.
Supervise the preparation of bids and bid specifications.
Receive and open bids; tabulate results and prepare written recommendations.
Personnel Management
Prepare, review, and revise job descriptions for the business department.
Develop training options and/or improvement plans to ensure exemplary business operations.
Evaluate employee performance to ensure effectiveness.
Recruit, train, and supervise personnel, making sound recommendations regarding placement, assignment, retention, discipline, and dismissal.
Community Engagement
Demonstrate awareness of district and community needs and initiate activities to address those needs.

Supervisory Responsibilities:


Supervise and evaluate the performance of the risk manager, accounts payable supervisor, accountant, purchasing supervisor, payroll supervisor, and tax collector.


Working Conditions:

Maintain emotional control under stress. Occasional district and statewide travel; occasional prolonged and irregular hours.

Qualifications:

Education/Certification:
Master's degree in a business-related field or educational administration preferred.

Special Knowledge/Skills:
Advanced technical knowledge of school finance, budgeting, accounting systems, and economics.
Working knowledge of financial applications and accounting.
Strong communication, public relations, and interpersonal skills.
Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing.
Ability to implement policy and procedures.
Ability to interpret data.
Ability to manage budget and personnel.
Ability to coordinate district functions.

Experience:
Five years experience in school business management or public organization.
