POSITION OVERVIEW


The Campus Safety Coordinator is tasked with monitoring and reporting infractions related to institutional policies, procedures, and directives that pertain to campus safety, overall security, and traffic management.

This role serves as a designated Campus Security Authority (CSA) and is responsible for reporting all Clery Act Crimes and any other unlawful activities to the Campus Police.

The Campus Safety Coordinator will support the Hagerstown Community College Police Department during regular operations and special events.

Responsibilities include assisting with the opening and closing of campus facilities, fire prevention, and ensuring compliance with safety regulations.

The Campus Safety Coordinator is charged with enforcing parking regulations by issuing warnings and citations.


This position encompasses various security functions, including safeguarding life and property, maintaining peace and order within the college community, and delivering diverse services of response, assistance, and customer service to all campus stakeholders.

The Campus Safety Coordinator collaborates effectively with a broad range of constituents in a diverse environment, adheres to best practices, and makes informed decisions that reflect the best interests of the college community.

This role will employ various styles and approaches that demonstrate an understanding and appreciation of cultural diversity in a multicultural workplace.


ORGANIZATIONAL STRUCTURE

A.

The Campus Safety Coordinator reports directly to the Police Lieutenant and/or the Chief of Police/Director of Public Safety.


B. This is a non-supervisory role; however, the Campus Safety Coordinator may provide guidance to students, faculty, staff, and visitors to the campus.

C. The Campus Safety Coordinator works closely with the HCC Police, as well as Facilities and Maintenance.

KEY RESPONSIBILITIES

A. Primary duties of the position

  • Execute security functions as directed during college emergencies, crises, or continuity of operations.
  • Respond to emergency situations on campus to evaluate the scene and determine necessary life-saving resources (e.g., call 911, obtain an AED, or administer NARCAN).
  • Conduct investigations, gather statements, interview involved parties, prepare related reports, and testify in criminal or civil proceedings.
  • Assist any victim of policy, law, or safety procedure violations on campus and refer all incidents occurring off-campus to the appropriate authorities.
  • Provide customer service, directions, and information to the college community, including students, faculty, staff, and guests.
  • Patrol the campus by vehicle and on foot, ensuring a secure environment and performing security checks on all campus buildings.
  • Maintain effective traffic control as required and enforce parking regulations on campus.
  • Prepare written incident reports, routine security-related reports, and other documentation as required by the HCC Police.
  • Observe and report all incidents of suspicious and/or criminal activity to Campus Police or local law enforcement when necessary.
  • Render prompt assistance, when safe to do so, in all cases of accidents or illnesses requiring security attention.
  • Adhere to all college policies and procedures and perform other duties as assigned by HCC Police while maintaining confidentiality of case/investigation and personally identifiable information.
  • Conduct monthly fire extinguisher inspections on campus and at satellite locations.
B. Monitor and Report Criminal and/or Suspicious Behaviors

  • As part of the Jeanne Clery Act, the Campus Safety Coordinator is defined as a Campus Security Authority (CSA).
  • As a CSA, the Campus Safety Coordinator is responsible for reporting all Clery Defined Crimes to a member of the Hagerstown Community College Police.
  • Patrol the campus and report all criminal and/or suspicious activities to local law enforcement when HCC Police are unavailable.
C. Manage Traffic Control and Crowd Management

  • Assist with traffic control before, during, and after events on campus.
  • Enforce parking regulations by issuing warnings/citations and testifying in court if necessary.
  • Assist with crowd management and fire safety during normal operations and events held on campus.
D. Ensure Campus Facilities are Secure

  • The Campus Safety Coordinator will ensure the buildings are secure during normal operations through routine patrols and report any hazards to maintenance staff.
  • Assist college staff with securing and opening campus buildings and satellite locations as needed.
  • Support the HCC Police with safety drills and emergencies that require campus lockdowns.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Required Minimum Qualifications:

  • High School Diploma or GED.
  • Valid driver's license and ability to operate a motor vehicle safely.
  • Ability to lift up to 50 pounds and work in various weather conditions.
  • Ability to stand for extended periods, walk long distances, and navigate stairs.

Desired Qualifications:

  • Associate's Degree.
  • Proficiency in a second language (preferably Spanish and/or American Sign Language).
  • Knowledge of public safety policies and regulations.
  • Experience with access control systems.
  • Experience with first responder procedures, investigative practices, incident command, and crisis response procedures.
  • 1 year of experience in security, fire service, EMT, first responder, or law enforcement.

SKILLS AND ABILITIES

Must possess the ability to interpret college security and safety regulations; act swiftly in emergencies; communicate effectively both orally and in writing; and interact tactfully with students, staff, and the general public.

WORKING ENVIRONMENT

The Campus Safety Coordinator will be required to work various shifts, including daytime and evening hours. This position may also involve working weekends and special events. Traffic management duties will include working outdoors in inclement weather for extended periods.

The Campus Safety Coordinator will assist with traffic control and will be capable of moving and setting up traffic cones/barriers.
