Opportunity Overview

The Mayor's Office of Talent and Appointments (MOTA) is seeking an exceptional Strategic Talent Acquisition Director to join our team. As a key member of the MOTA leadership, you will play a crucial role in developing and implementing comprehensive talent management programs that attract, retain, and develop top talent for appointed positions.

This is an exciting opportunity to contribute to the District government's efforts to identify and appoint highly qualified professionals who share Mayor Bowser's vision for creating pathways to the middle class and a fair shot for all District residents.

About the Role

The Strategic Talent Acquisition Director will oversee the recruitment process for over 180 boards, commissions, task forces, and committees appointed by the Mayor. You will work closely with the Deputy Chief of Staff and other stakeholders to ensure that appointments are timely, thoughtful, and aligned with the Mayor's goals.

You will be responsible for developing and implementing talent management strategies, managing employee relations, and providing coaching and guidance to managers on talent management best practices.

In addition, you will collaborate with the Department of Human Resources to ensure compliance with personnel matters and maintain a database of appointees available to the public.

Key Responsibilities
  • Develop and implement comprehensive talent management programs that attract, retain, and develop top talent for appointed positions.
  • Manage the recruitment process, including sourcing, screening, interviewing, reference checks, and offer negotiations.
  • Oversee the onboarding process for new employees and ensure they are provided with a positive experience.
  • Provide coaching and guidance to managers on talent management best practices.
  • Collaborate with the Department of Human Resources to ensure compliance with personnel matters.
Requirements
  • Bachelor's degree in human resources management, Business Administration, or related field.
  • Minimum seven (7) years' experience in recruitment and retention is preferred.
  • Proven experience as a Director of Talent, Talent Acquisition Manager, or Human Resources Manager preferred.
  • Strong understanding of talent management best practices and trends.
  • Demonstrated experience in developing and implementing HR strategies and initiatives.

The salary range for this position is $133,350 - $161,471 annually, based on qualifications and experience.
