Position Summary:

As HCRC's Chief Operating Officer, you will develop and execute strategies that propel our company's growth. Partnering with the CEO, you will define and pursue business development goals, expand HCRC's footprint in new mission areas, and oversee high-value opportunities. This role demands someone who thrives in high-pressure environments and excels at managing the entire business development lifecycle.

Key Responsibilities:

  • Strategic Leadership: Collaborate with the CEO to establish and achieve ambitious business development objectives. Align pursuits and capture activities with annual financial metrics, driving new revenue streams and expansion into strategic markets.
  • Market and Competitor Analysis: Conduct comprehensive market and economic analyses to identify gaps, emerging requirements, and competitive threats. Continuously monitor competitor actions to refine HCRC's positioning in the market.
  • Capture and Pipeline Management: Manage all phases of the business development lifecycle across multiple pursuits, from initial market research and strategy formulation to capture planning, proposal development, and execution.
  • Team Leadership: Oversee and mentor a team of Business Development professionals and Capture Managers, ensuring alignment with HCRC's strategic objectives. Establish workforce and staffing plans to maximize the team's productivity and resource efficiency.
  • Innovative Growth Initiatives: Identify, evaluate, and pursue high-impact business growth opportunities, including partnerships, acquisitions, licensing, and new market segments. Your insights will shape HCRC's business strategies and open doors to new revenue streams.
  • Operational Oversight: Lead weekly pipeline reviews, operational planning, bid agenda development, collaboration sessions, and key proposal milestones, ensuring each activity aligns with our growth objectives.
  • Customer and Industry Engagement: Build and strengthen relationships with key government customers, clients, competitors, and partners within the federal sector and Intel Community. Coordinate with HCRC's tech-focused divisions to foster innovation and respond to emerging trends in government contracting.

Compensation and Benefits:

The estimated salary for this position is $250,000-$300,000 per year, depending on experience. Additionally, HCRC offers a comprehensive benefits package, including health insurance, retirement plan, and professional development opportunities.

Requirements:

  • Bachelor's degree with at least 15 years of experience in Business Development, including a minimum of 12 years leading teams in a high-growth environment.
  • Demonstrated experience managing successful capture and pipeline efforts across the Intel Community and DoD sectors, with a record of delivering results at diverse acquisition scales.
  • In-depth knowledge of Federal Acquisition Regulations (FAR) and proven ability to utilize CRM systems to manage pipeline, track opportunities, and build relationships.
  • Existing access to key government and industry contacts within the Intel Community, along with a deep understanding of their needs and acquisition strategies.

Preferred Qualifications:

  • Technical degree or advanced degree highly preferred.
  • Demonstrated success managing a pipeline valued at $5 billion or more.
  • Skilled in shaping acquisitions, building competitive industry teams, assessing win probabilities, and executing comprehensive capture plans.
  • Strong leadership capabilities to inspire and align cross-functional teams, influence key stakeholders, and secure buy-in from senior management.
