JOB DESCRIPTION

Job Summary

The Assistant Director of Finance and Accounting is responsible for administering, advising, managing, and coordinating the daily financial and accounting operations, including general ledger, accounts payable, fixed assets, payroll, and reporting for the Agency. This role necessitates a strong understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. The position supports the CFO and President & CEO in achieving the Agency's financial objectives. Under the general supervision of the CFO, this role manages accounting personnel and performs a comprehensive range of accounting, technical review, financial reporting, and administrative responsibilities. This position also acts as an alternate liaison between the Agency and various stakeholders. The responsibilities outlined below are illustrative of the diverse tasks that may be performed. Essential Job Functions

A. Oversee various functions of the Authority and provide guidance to meet organizational goals:

  • Conduct interviews with potential program participants to determine eligibility based on program criteria, and lead the preparation of accurate and timely financial statements, compiling and analyzing financial data to assist executive management in making informed business decisions.
  • Evaluate and suggest improvements to internal controls, ensuring adherence to directives, policies, and procedures.
  • Provide assistance and support to various functional areas in problem-solving and establishing milestones.
  • Manage and execute month-end accounting closings.
  • Prepare and review monthly and annual financial statements, comparing budget to actuals for all entities.
  • Identify critical success factors and establish metrics for measurement.
  • Set performance standards for subordinates, conduct performance evaluations, and engage in discussions with employees.
  • Interview potential employees and make hiring recommendations.
  • Assist in presenting financial reports to management and Board commissioners, addressing analytical inquiries regarding the financial data provided.
  • Act as CFO in the absence of the CFO.
B. Participate in assessing needs and establishing goals and plans for the Agency:
  • Assist the CFO in developing and maintaining the 5-year strategic plan.
  • Support the CFO in preparing the annual needs statement.
  • Prepare or oversee the preparation of the Agency's annual budget.
  • Stay informed about public housing matters, developments, and opportunities by reviewing HUD regulations, laws, ordinances, and publications, and by attending professional conferences, training, and meetings.
  • Develop and implement strategies to achieve both short-term and long-term objectives.
  • Assist in the annual external audit and REAC FDS submission.
  • Perform other duties as assigned or required.
MINIMUM QUALIFICATIONS

Education and Experience

A Bachelor's degree in accounting, finance, business administration, or a closely related field, along with ten (10) years of progressively responsible experience in public accounting, which includes a minimum of ten (10) years of supervisory experience, planning, and fiscal responsibility, and proficiency in using computers for record maintenance, or an equivalent combination of education and experience. Ten (10) years of progressive responsibility in leading a property management company or division with a focus on affordable housing; demonstrated ability to manage staff; expertise with local, state, and federal housing regulations; strong knowledge and experience in Section 8, FHA Multifamily, Public Housing, and Low Income Housing Tax Credit; established relationships with HUD and affordable housing providers; a solid understanding of accounting requirements; and working knowledge of MS Office and YARDI Voyager property management software is preferred.

Physical Demands:

Work is primarily sedentary. No special physical demands are required. The work involves normal risks or discomforts associated with an office environment. The work area is typically adequately lighted, heated, and ventilated. Must be able to sit in an office environment and lift up to 15 lbs.

Other: Must possess a valid driver's license and be insurable by Jacksonville Housing.
