Position Title: Deputy CFO for Finance & Accounting
Classification: Exempt
Salary Range: $90,750.00 – $
Reports To: Chief Financial Officer
Position Summary
The Deputy CFO for Finance and Accounting is responsible for overseeing, managing, and coordinating the daily financial and accounting operations of the Agency. This role requires a comprehensive understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. The Deputy CFO will support the CFO and President & CEO in achieving the Agency's financial objectives. Under the guidance of the CFO, this position supervises accounting personnel and executes a wide range of accounting, financial reporting, and administrative tasks.
Key Responsibilities
A. Leadership and Oversight:
- Conduct interviews with potential program participants to assess eligibility.
- Coordinate and ensure the preparation of accurate and timely financial statements.
- Evaluate and recommend enhancements to internal controls to ensure compliance with policies and procedures.
- Assist in the management of month-end accounting closings.
- Prepare and review monthly and annual financial statements, comparing budget to actual results.
- Identify key performance indicators and establish metrics for success.
- Set performance standards for team members and conduct performance evaluations.
- Support the CFO in presenting financial reports to management and the Board.
- Act as the CFO in their absence.
B. Strategic Planning and Development:
- Assist the CFO in developing and maintaining a comprehensive 5-year strategic plan.
- Contribute to the preparation of the annual budget for the Agency.
- Stay informed on public housing regulations and opportunities through ongoing education and professional development.
- Implement plans to achieve both short-term and long-term organizational goals.
- Participate in annual audits and ensure compliance with reporting requirements.
- Perform additional duties as assigned.
Qualifications
Education and Experience:
A Bachelor's degree in accounting, finance, business administration, or a related field, combined with a minimum of ten (10) years of progressively responsible experience in public accounting, including supervisory experience and fiscal management.
Required Skills and Abilities:
- In-depth knowledge of HUD regulations and public housing authority operations.
- Strong management and supervisory skills.
- Expertise in budgeting and financial administration.
- Proficient in report preparation and data analysis.
- Excellent interpersonal and communication skills.
- Ability to develop and implement effective policies and procedures.
- Proficient in accounting software and MS Office applications.
