Position Title: Deputy Chief Financial Officer

Position Summary

The Deputy Chief Financial Officer is responsible for managing and coordinating the daily financial and accounting operations of the Agency. This role requires a comprehensive understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. The Deputy CFO supports the CFO and the President & CEO in achieving the financial objectives of the Agency. Under the general supervision of the CFO, this position supervises accounting personnel and performs a wide range of accounting, technical review, financial reporting, and administrative tasks.

Key Responsibilities

A. Leadership and Oversight:

  • Conduct interviews for program participants and assess eligibility.
  • Lead the preparation of accurate and timely financial statements and reports for executive management.
  • Evaluate and recommend enhancements to internal controls.
  • Manage month-end accounting closings.
  • Prepare and review monthly and annual financial statements, comparing budget to actuals.
  • Identify critical success factors and establish metrics for evaluation.
  • Set performance standards for team members and conduct performance reviews.
  • Assist in presenting financial reports to management and the Board.
  • Act in the capacity of CFO during their absence.

B. Strategic Planning and Assessment:

  • Support the CFO in developing and maintaining a 5-year strategic plan.
  • Assist in the preparation of the annual needs statement.
  • Oversee the preparation of the Agency's annual budget.
  • Stay informed on public housing regulations and developments.
  • Develop and implement strategies to achieve both short-term and long-term objectives.
  • Assist with the annual external audit and REAC FDS submission.
  • Perform additional duties as required.

Qualifications

Education and Experience:

A Bachelor's degree in accounting, finance, business administration, or a related field, along with ten (10) years of progressively responsible experience in public accounting, including a minimum of ten (10) years in a supervisory role. Experience in leading a property management division focused on affordable housing is essential.
