Position Title: Deputy Chief Financial Officer

FLSA Status: Exempt

Position Summary

The Deputy Chief Financial Officer oversees and manages the daily financial and accounting operations of the Agency, including general ledger maintenance, accounts payable, fixed assets, payroll, and financial reporting. This role demands a comprehensive understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. The Deputy CFO supports the CFO and President & CEO in achieving the Agency's financial objectives while supervising accounting personnel and executing a variety of accounting and administrative tasks.

Key Responsibilities

A. Financial Oversight and Direction:

  • Conduct interviews with potential program participants to assess eligibility.
  • Lead the preparation of accurate and timely financial statements, analyzing financial data to assist executive management in decision-making.
  • Evaluate and suggest improvements to internal controls to ensure compliance with policies and procedures.
  • Manage month-end accounting closings and prepare comprehensive financial statements.
  • Identify key performance indicators and establish performance standards for team members.
  • Assist in presenting financial reports to management and the Board of Commissioners.
  • Act as the Chief Financial Officer in their absence.

B. Strategic Planning and Goal Setting:

  • Support the CFO in developing and maintaining a 5-year strategic plan.
  • Contribute to the preparation of the annual budget and needs statement.
  • Stay informed on public housing developments by reviewing HUD regulations and attending relevant conferences.
  • Assist in the annual external audit and submission of financial data.
  • Perform additional duties as required.

Qualifications

Education and Experience: A Bachelor's degree in accounting, finance, business administration, or a related field, combined with ten (10) years of progressively responsible experience in public accounting, including supervisory experience and fiscal management.

Required Skills and Abilities:

  • Thorough knowledge of HUD and related federal, state, and local regulations.
  • Proficient in management and supervision principles.
  • Strong budgeting and financial reporting skills.
  • Effective communication and interpersonal skills.
  • Ability to analyze data and prepare comprehensive reports.
  • Experience with accounting software applications.
