Position Overview:

Intrepid Solutions and Services, Inc. is seeking a highly skilled Senior Technical Program Manager to lead a dedicated team and manage an enterprise IT services initiative supporting a U.S. Intelligence Community's IT network. This role is pivotal in guiding the program's evolution towards a new architecture, ensuring alignment with strategic objectives.

Key Responsibilities:

  • Oversee all facets of the program, focusing on system re-engineering, redesign, and modernization while ensuring compliance with contractual obligations related to cost, schedule, and performance.
  • Ensure timely delivery of services and products, demonstrating the ability to develop effective solutions that meet the technical needs of customers and stakeholders.
  • Coordinate key program requirements and deliverables, facilitating clear communication and project plans for both Government and contractor teams.
  • Develop comprehensive project plans to synchronize activities across the team and engage with Government stakeholders effectively.
  • Gain a thorough understanding of business strategies and customer objectives, establishing mechanisms to achieve mission success.
  • Utilize project management tools to monitor program progress and provide consistent updates to management and stakeholders.
  • Lead the implementation of Scaled Agile Framework (SAFe) practices, fostering collaboration within Government-led scrums.
  • Support the maintenance of Authority to Operate (ATO) for mobile computing systems, collaborating with security teams to manage risks and ensure compliance.
  • Guide the design, architecture, and service delivery throughout the IT support lifecycle, enhancing service delivery and user experience.
  • Assess and mitigate security threats throughout the program lifecycle, contributing to security planning and risk management activities.
  • Review and update certification and accreditation documentation, ensuring compliance and completeness.
  • Apply knowledge of information assurance policies to develop secure networking and computing environments.
  • Identify security requirements for the handling of sensitive Government data.
  • Engage with customers and project team members to facilitate effective communication.
  • Design systems that accommodate multiple enclaves with varying data protection requirements.
  • Recommend solutions to meet security requirements at the system level.

Work Environment:

  • This role is expected to follow regular work hours, Monday through Friday, with occasional periods of increased activity.

Qualifications:

  • Clearance: Active Top Secret clearance is required at the time of application.
  • Education: Bachelor’s degree in a relevant field (Computer Science, Information Technology, Cyber Security, etc.) with a minimum of five years of experience, or ten years of direct experience in lieu of a degree.
  • Certifications: Preferred certifications include DOD IAT Level II, Security +, PMP, ITIL 4 Foundation, and Certified Scrum Master (CSM).

Required Skills:

  • Eight years of program/project management experience.
  • Five years of leadership experience in IT service delivery.
  • Hands-on experience in building and maintaining IT services.
  • Familiarity with Agile methodologies and secure Government network operations.

Desired Skills:

  • Experience with PacStar IQCore management console and network devices such as Cisco and Palo Alto.
  • Hands-on experience in managing federated mobile computing environments.
  • Knowledge of delivering secure network services across multiple security domains.
