Position Title: Lead Technical Program Strategist

SUMMARY:
The U.S. Customs and Border Protection (CBP) Office of Information and Technology (OIT), Enterprise Infrastructure and Operation Directorate (EIOD), Network Architecture and Engineering Division (NAED) is tasked with overseeing the management services that protect, defend, and restore the confidentiality, integrity, and availability of mission-critical data communications and applications. This role focuses on delivering network architecture and engineering services, ensuring a standardized, high-performance, and secure enterprise network architecture that integrates both existing and emerging technologies. The division comprises the Network Architecture Branch (NAB) and Network Engineering Branch (NEB).


The Lead Technical Program Strategist is accountable for managing all facets of successful task order delivery and ensuring an exceptional customer experience for CBP.

This position will serve as the primary Point of Contact (POC) for the Contracting Officer's Representative (COR).

The Lead Technical Program Strategist will have immediate access to relevant contractor personnel, including customer service representatives, billing representatives, account teams, network engineers, and executives.

KEY RESPONSIBILITIES


The Lead Technical Program Strategist will provide comprehensive program management support, including but not limited to, reporting performance metrics, activities, achievements, risks, and mitigation strategies to the COR and EIOD leadership across all task areas.

This role will act as a singular point of contact (POC) offering a broad understanding of program management disciplines, contract administration, and effective communication with subcontractors and CBP at various levels.

The Lead Technical Program Strategist will engage in program management activities that encompass, but are not limited to, the following:

  • Program Management

  • Risk Management
  • Quality Assurance
  • Staffing
  • Subcontractor Management
  • Reporting, including deliverables such as Weekly Status Reports (WSRs) and articles on significant achievements for CBP leadership.
  • Core technical strengths in Networking, Security, and Cloud technologies.
  • Familiarity with Cisco, F5, DNS, Palo Alto, Zscaler, GlobalProtect VPN, SDWAN, and Zero Trust frameworks.
EDUCATION, EXPERIENCE, AND QUALIFICATIONS

  • Bachelor's degree in Management Information Systems, Computer Science, Information Technology, Engineering, or a related technical field, or five (5) years of experience in a technical field with a bachelor's degree in another discipline, or eight (8) years of experience without a bachelor's degree.
  • A minimum of seven (7) years of management experience in organizing, directing, and overseeing contract operation support functions and multiple complex projects for a large Federal agency.
  • A minimum of five (5) years of experience in networking and information technology, including Agile and Scrum methodologies.
ADDITIONAL SKILLS & QUALIFICATIONS

Essential Skills

  • At least seven (7) years of management experience in leading large, diverse teams and managing contract operation support functions and multiple complex projects for a significant Federal agency.
  • A minimum of five (5) years of experience in networking and information technology, including Agile and Scrum methodologies.
  • Extensive experience in network engineering, operations, and support, with a solid understanding of LAN, WAN, security, mobile, firewall, and cloud technologies.
  • Strong technical acumen and problem-solving capabilities.
  • Excellent written and verbal communication skills, with the ability to convey complex technical concepts to non-technical stakeholders.
  • Relevant technical certifications (e.g., CCNP, CISSP, AWS Certified Solutions Architect) are advantageous.
WORKING CONDITIONS

Environmental Conditions

  • The primary worksite will be within Government sites in the National Capital Region (NCR) and Northern Virginia. Occasional travel to colocations and field sites may be required.
Strength Demands

  • Light - Maximum lifting of 20 lbs. with frequent lifting/carrying up to 10 lbs. A job is classified as light if it involves minimal lifting but significant walking/standing or primarily sitting with some pushing/pulling of controls.
Physical Requirements

  • Ability to stand or sit; walk; perform repetitive motions; use hands/fingers for handling or feeling; stoop, kneel, crouch, or crawl; see; push or pull; climb (stairs, ladders) or balance (ascend/descend, work atop, traverse).
