SUMMARY:
The U.S. Customs and Border Protection (CBP) Office of Information and Technology (OIT), Enterprise Infrastructure and Operation Directorate (EIOD), Network Architecture and Engineering Division (NAED) is tasked with overseeing the management and security of the CBP infrastructure, ensuring the confidentiality, integrity, and availability of mission-critical data communications and applications. This role is pivotal in delivering network architecture and engineering services that guarantee a robust, high-performance, and secure enterprise network framework for the CBP, integrating both current and future technologies.


The Lead Technical Program Manager will be accountable for the comprehensive oversight of task order requirements, ensuring a superior customer experience for CBP.

The Lead Technical Program Manager will act as the primary liaison for the Contracting Officer's Representative (COR).

This role will require immediate access to relevant contractor personnel, including customer service representatives, billing representatives, account teams, network engineers, and executives.


KEY RESPONSIBILITIES


The Lead Technical Program Manager will provide comprehensive program management support, which includes, but is not limited to, regular reporting to the COR and EIOD leadership regarding performance metrics, ongoing activities, achievements, risks, and strategies for risk mitigation across all task areas.

The Lead Technical Program Manager will serve as the single point of contact (POC) responsible for the following: a thorough understanding of program management practices, contract administration, and effective communication with subcontractors and CBP stakeholders at various levels.

The Lead Technical Program Manager will engage in program management activities that encompass, but are not limited to, the following:

  • Program Management

  • Staffing
  • Sub-contractor Management
  • Reporting, including deliverables such as Weekly Status Reports (WSRs) and documentation of significant achievements for CBP leadership.
  • Core technical competencies in Networking, Security, and Cloud technologies.
  • Familiarity with Cisco, F5, DNS, Palo Alto, Zscaler, GlobalProtect VPN, SDWAN, and Zero Trust frameworks.
EDUCATION, EXPERIENCE, AND QUALIFICATIONS

  • Bachelor's degree in Management Information Systems, Computer Science, Information Technology, Engineering, or a related technical field, or five (5) years of relevant experience in a technical domain with a bachelor's degree in another discipline, or eight (8) years of experience without a bachelor's degree.
  • A minimum of seven (7) years of management experience in organizing, directing, and overseeing contract operation support functions and multiple complex, interrelated projects for a large Federal agency.
  • A minimum of five (5) years of experience in networking and information technology, including Agile and Scrum methodologies.
ADDITIONAL SKILLS & QUALIFICATIONS

Required Skills

  • A minimum of seven (7) years of management experience in leading large, diverse teams and managing contract operation support functions across multiple complex projects for a large Federal agency.
  • A minimum of five (5) years of experience in networking and information technology, including Agile and Scrum methodologies.
  • Extensive experience in network engineering, operations, and support, with a solid understanding of LAN, WAN, security, mobile, firewall, and cloud technologies.
  • Strong technical aptitude and problem-solving capabilities.
  • Exceptional written and verbal communication skills, with the ability to convey complex technical concepts to non-technical stakeholders.
  • Relevant technical certifications (e.g., CCNP, CISSP, AWS Certified Solutions Architect) are advantageous.
WORKING CONDITIONS

Environmental Conditions

  • The primary worksite will be within government facilities in the National Capital Region (NCR) and Northern Virginia. Occasional travel to colocations in various locations may be required to support operational needs.
Strength Demands

  • Light - 20 lbs. Maximum lifting with frequent lift/carry up to 10 lbs. A job is light if less lifting is involved but significant walking/standing is done or if done mostly sitting but requires push/pull on arm or leg controls.
