DESCRIPTION

Under the general oversight of the Property & Environmental Resources Supervisor, this role is essential in fulfilling the objectives of the Property and Environmental Resources Department by delivering high-quality services to the community. The Property & Environmental Resources Specialist I is responsible for providing information and assistance to the public regarding property services, land management, electoral processes, record-keeping, and waste management. This position involves processing applications, identifying applicable taxes and fees, maintaining land use permit records, handling financial transactions, and performing various clerical duties while contributing to assigned projects. Each role within the department is cross-trained in multiple functions, with specific areas of focus determined by departmental needs. Focus areas may include taxation, waste management, environmental assessments, drainage, and planning and zoning.

DUTIES / RESPONSIBILITIES

ESSENTIAL FUNCTIONS:
  1. Provides assistance and information to the public. Welcomes visitors, addresses inquiries about records, and conducts searches to provide relevant information. Manages phone communications and directs calls as necessary.
  2. Acts as a Passport Agent. Processes passport applications, verifies completeness and eligibility, calculates fees, and answers related questions. Handles administrative tasks and interacts with the US Department of State for complex inquiries.
  3. Offers general clerical support. Updates records in various software systems, including scanning, filing, and data entry. Assists with departmental mailings and creates educational materials for public distribution.
  4. Manages departmental mail, including preparation of outgoing correspondence and coordination of mass mailings.
  5. Handles accounts payable and receivable, ensuring accurate financial transactions and timely processing of invoices.
  6. Maintains electronic records, ensuring compliance with statutory requirements and proper execution of documents.
  7. Enhances departmental efficiency by sharing knowledge of processes and suggesting improvements to existing procedures.
  8. Assists with electoral activities, including voter registration and maintaining accurate records for elections.
  9. Oversees office supplies and equipment, ensuring adequate inventory and coordinating maintenance as needed.
  10. Promotes a diverse and respectful workplace culture.
  11. Interacts positively with both internal and external stakeholders, ensuring effective communication.
  12. Meets the physical and mental demands of the position.
  13. Maintains regular attendance during scheduled hours.

QUALIFICATIONS

MINIMUM QUALIFICATIONS:
  • High School Diploma/GED.
  • At least one (1) year of experience in clerical support or customer service.
PREFERRED QUALIFICATIONS:
  • Experience in property assessment, tax collection, or land records management.
  • Background in auditor, recorder, treasurer, or environmental services.
  • Customer service experience.
  • Familiarity with passport processing.
  • Experience in election-related activities.
  • Knowledge of agricultural drainage systems.
  • Experience with financial transactions and document processing.
  • Proficiency in document and spreadsheet creation.
  • Experience in mass mailing preparation.
  • Fluency in languages other than English, such as Spanish or Somali.
CONDITIONS OF EMPLOYMENT:
  • Compliance with all relevant laws and organizational policies.
  • Must be bondable and pass a background check.
  • Certification as a Passport Agent is required.
  • Typing proficiency of 45 WPM with accuracy.
  • Reliable transportation is necessary for job duties.
  • Adherence to data privacy policies is mandatory.
HOURS OF WORK

Monday through Friday from 8:00 a.m. to 5:00 p.m. Some evening and weekend hours may be required.
