Role Summary

The Refugee Employment and Acculturation Services (REAS) program is designed to support refugees in acclimating to the American workforce, enhancing their English language skills, and ultimately achieving self-sufficiency. The REAS Case Manager I plays a pivotal role in managing a substantial caseload of clients, conducting thorough assessments, making appropriate service referrals, and executing follow-up activities in accordance with the Department of Public Social Services policies.

Key Responsibilities
  • Provide comprehensive information about the REAS program, guiding clients to suitable program components based on evaluations and program guidelines.
  • Coordinate actions in alignment with DPSS policies, CalWORKs guidelines, and GAIN procedures.
  • Encourage and motivate clients towards employment and self-sufficiency by effectively communicating the advantages of workforce participation.
  • Exemplify professional business attire and conduct during daily activities to serve as a role model for clients.
  • Conduct various tasks including office and telephone interviews, data entry, appointment scheduling, and other case-related activities.
  • Review clients' employment objectives and facilitate individual job placements.
  • Ensure all clients possess a foundational resume and have practiced interview techniques to initiate their job search.
  • Track and monitor attendance and activities of all clients on the caseload.
  • Assist clients in identifying job openings utilizing available resources such as computers, fax machines, and community resources.
  • Evaluate and provide feedback on clients' job search strategies, offering encouragement and suggestions for improvement.
  • Help clients resolve scheduling conflicts and plan their welfare-to-work activities.
  • Meet established performance standards for this position.
  • Deliver services with cultural sensitivity and respect.
  • Document all activities accurately in the CalSAWS system, prepare reports, and interact with DPSS as necessary.
  • Ensure compliance with REP RCA/CalWORKs policies and procedures.
  • Prepare program reports as required.
  • Collaborate effectively with DPSS and program supervisors.
  • Engage with other agencies to guarantee clients receive comprehensive services.
  • Connect clients with existing agencies and community resources, including advocacy services.
  • Demonstrate sensitivity to the cultural and socioeconomic characteristics of the client population.
  • Represent the program at various agency and community meetings.
  • Respond to internal and community correspondence and memos.
  • Perform related duties as assigned.
Qualifications
  • Bachelor's degree from an accredited institution and one or more years of relevant experience in case management; or an Associate's degree with two years of case management or employment counseling experience; or equivalent experience in a GAIN/REAS services environment.
  • Bilingual proficiency in English and Spanish is required.
  • Familiarity with Trauma-Informed Case Management principles and best practices.
  • Knowledge of applicable state and federal laws and regulations.
  • Experience providing services to immigrant/refugee communities; background in REAS/GAIN preferred.
  • Awareness of local public and private resources and services.
  • Ability to communicate sensitively and professionally with a diverse clientele.
  • Experience collaborating with the business community.
  • Capability to manage multiple complex tasks simultaneously.
  • Ability to work both independently and as part of a team.
  • Must pass a criminal background check prior to employment.
  • Proficient in operating standard office equipment and willing to travel as necessary.
