Key Responsibilities
  • Acts as the primary technical advisor for this Task Order.
  • Functions as Project Manager for advanced electronic design, upgrades, and maintenance initiatives under this Task Order. Responsible for planning, designing, initial deployment, testing, and training for sophisticated, specialized U.S. communication systems and equipment that support critical Intelligence and Electronic Warfare (IEW) operations. Ensures compliance of systems and equipment operations and maintenance with physical, operational, security, safety, environmental, and communication standards.
  • Leads project teams deployed globally to install, maintain, and enhance intricate electronic mission systems, security systems, and antennas. Provides support for U.S. Army systems on-site as required.
  • Investigates requirements and data to formulate design specifications for deployable U.S. Army equipment within Sensitive Compartmented Information Facilities (SCIFs). Utilizes cutting-edge data collection tools to monitor the performance of electronic, communication, and related systems.
  • Conducts complex electromagnetic interference/radio frequency interference (EMI/RFI) assessments and recommends mitigation strategies. Maintains baseline data for unique U.S. military physical security systems.
  • Coordinates technical requirements of the contract and facilitates the exchange of technical information on projects among contract-supported locations.
  • Serves as the technical consultant to the Program Manager.
  • Provides technical oversight to junior engineers and technicians.
  • Manages subcontracts under this Performance Work Statement (PWS). Coordinates with subcontract personnel and oversees resource utilization in the project.
  • Collaborates with Government and other Contractor personnel for project execution.
  • Available for immediate deployment to global locations, including potentially hazardous environments, to deliver technical support to U.S. forces.
Qualifications
  • Bachelor's degree in electrical engineering from an accredited institution and a minimum of 10 years of engineering or electronic hardware experience, including managing complex projects. Professional Engineer registration is preferred.
  • Additionally, two years of progressive experience with proven management capabilities in unit/site management (e.g., division manager or team director) and experience in the design and maintenance of complex electronic communication systems.
  • Comprehensive knowledge of high frequency (HF) through microwave (MW) radio frequency (RF) receiving, transmitting, and distribution systems. Experience with various electronic equipment, including but not limited to fiber optic systems, audio systems, computers, analog and digital displays, I/O devices, and recorders.
  • Experience with electromagnetic compatibility (EMC) and the practical application of EMI/RFI analysis and mitigation programs.
  • Ability to diagnose faults, repair, and test complex systems, including proficiency in using software-based diagnostic systems and electronic testing equipment.
  • Familiarity with the maintenance of heating, ventilation, and air conditioning systems, as well as site power and grounding.
  • Understanding of maintenance shop operations and quality assurance processes.
  • Knowledge of satellite communication systems.
  • Fluent command of English, with the ability to read, write, and comprehend technical documentation, schematics, and diagrams adhering to American National Standards Institute (ANSI) standards.
  • U.S. Citizenship required. Final Top-Secret Clearance based on a TIER 5 Background Investigation, with favorable eligibility for access to Sensitive Compartmented Information (SCI) in accordance with ICD 704.
