Key Responsibilities
- Acts as the principal technical advisor on this Task Order.
- Functions as Project Manager for sophisticated electronics design, enhancement, and maintenance initiatives under this Task Order. Responsible for planning, designing, initial deployment, testing, and training for intricate, specialized U.S. communication systems and equipment supporting critical Intelligence and Electronic Warfare (IEW) operations. Ensures compliance of systems and equipment operations and maintenance with relevant physical, operational, security, safety, environmental, and communication regulations and specifications.
- Directs project teams deployed worldwide to install, maintain, and upgrade complex electronic mission systems, security systems, and antennas. Provides support for U.S. Army systems on-site as required.
- Investigates requirements and data to formulate design specifications supporting deployable U.S. Army equipment within Sensitive Compartmented Information Facilities (SCIFs). Utilizes cutting-edge data collection tools to monitor the performance of electronic, communication, and related systems.
- Conducts intricate electromagnetic interference/radio frequency interference (EMI/RFI) assessments and offers recommendations for mitigation. Maintains baseline data for unique physical security systems utilized by the U.S. military.
- Coordinates the technical specifications of the contract and facilitates the exchange of technical information on projects among contract-supported locations.
- Serves as the technical consultant to the Program Manager.
- Provides technical oversight to junior engineers and technicians.
- Manages subcontracts under this Performance Work Statement (PWS). Coordinates with subcontract personnel and oversees resource utilization in the project.
- Collaborates with Government and other Contractor personnel to achieve project objectives.
- Available for immediate deployment to global locations, including potentially hazardous environments, to deliver technical support to U.S. forces.
- Bachelor's degree in electrical engineering from an accredited institution and a minimum of 10 years of engineering or electronic hardware experience, including management of complex projects. Professional Engineer registration is preferred.
- Additionally, two years of progressive experience and demonstrated management capabilities in unit/site management (e.g., division manager or team director) along with experience in the design and maintenance of complex electronic communication systems.
- Comprehensive knowledge of high frequency (HF) through microwave (MW) radio frequency (RF) receiving, transmitting, and distribution systems. Experience with various electronic equipment, including but not limited to fiber optic systems, audio systems, computers, analog and digital displays, I/O devices, and recorders.
- Experience with electromagnetic compatibility (EMC) and practical application of EMI/RFI analysis and mitigation strategies.
- Ability to troubleshoot, repair, and test complex systems, including proficiency in using software-based diagnostic systems and electronic testing equipment.
- Familiarity with the maintenance of heating, ventilation, and air conditioning systems, as well as site power and grounding.
- Understanding of maintenance shop operations and quality assurance practices.
- Knowledge of satellite communication systems.
- Fluency in English, with the ability to read, write, and comprehend technical documentation, schematics, and diagrams according to American National Standards Institute (ANSI) standards.
- U.S. Citizenship required. Must possess a Final Top-Secret Clearance based on a TIER 5 Background Investigation and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) in accordance with ICD 704.
