Key Responsibilities
  • Act as the principal technical advisor for this Task Order.
  • Oversee project management for sophisticated electronics design, upgrades, and maintenance initiatives outlined in this Task Order. This includes planning, designing, initial deployment, testing, and training for specialized U.S. communication systems and equipment that support critical Intelligence and Electronic Warfare (IEW) operations. Ensure compliance with all relevant regulations and specifications.
  • Lead project teams deployed globally to install, maintain, and enhance complex electronic mission systems, security frameworks, and antennas. Provide on-site support for U.S. Army systems as required.
  • Conduct thorough research to formulate design specifications for deployable U.S. Army equipment within Sensitive Compartmented Information Facilities (SCIFs). Utilize advanced data collection tools to monitor the performance of electronic and communication systems.
  • Execute detailed electromagnetic interference/radio frequency interference (EMI/RFI) assessments and propose effective mitigation strategies. Maintain essential information for unique U.S. military physical security systems.
  • Facilitate the technical requirements of the contract and share technical insights across various project locations.
  • Serve as the technical consultant to the Program Manager.
  • Provide oversight and guidance to junior engineers and technicians.
  • Manage subcontracts associated with this Performance Work Statement (PWS). Collaborate with subcontract personnel and optimize resource utilization.
  • Coordinate with Government and other contractor personnel to achieve project objectives.
  • Be prepared for immediate deployment to various locations, including potentially hazardous environments, to deliver technical support to U.S. forces.
Qualifications
  • Bachelor's degree in electrical engineering from an accredited institution and a minimum of 10 years of experience in engineering or electronic hardware, including managing complex projects. Professional Engineer registration is preferred.
  • Additionally, two years of progressive experience demonstrating effective management skills in unit/site management (e.g., division manager or team director) and expertise in the design and maintenance of intricate electronic communication systems.
  • Comprehensive knowledge of high frequency (HF) to microwave (MW) radio frequency (RF) receiving, transmitting, and distribution systems. Experience with various electronic equipment, including fiber optic systems, audio systems, computers, and both analog and digital displays.
  • Proficient in electromagnetic compatibility (EMC) and the practical application of EMI/RFI analysis and mitigation techniques.
  • Ability to troubleshoot, repair, and test complex systems, including proficiency in software-based diagnostic systems and electronic testing equipment.
  • Familiarity with the maintenance of HVAC systems and site power and grounding.
  • Understanding of maintenance shop operations and quality assurance practices.
  • Knowledge of satellite communication systems.
  • Fluent in English, with the capability to read, write, and comprehend technical documentation, schematics, and diagrams in accordance with American National Standards Institute (ANSI) standards.
  • Must be a U.S. Citizen with a Final Top-Secret Clearance based on a TIER 5 Background Investigation, and favorable eligibility for access to Sensitive Compartmented Information (SCI) in accordance with ICD 704.
