Job Summary

Osceola County seeks a highly skilled and experienced Grants Management Director to lead the Grants Division. The successful candidate will be responsible for overseeing the financial and administrative operations of the Division, ensuring compliance with federal, state, and local regulations, and developing and implementing effective grants management systems.

Key Responsibilities
  • Develop and implement grants management policies, procedures, and systems to ensure compliance and effective internal controls.
  • Oversee the financial and administrative operations of the Grants Division, including budget management, financial reporting, and grant tracking.
  • Provide technical assistance to County departments and community partners, including reviewing grant applications, assisting with narrative edits, and creating timelines.
  • Manage a centralized grants management, tracking, and reporting system to provide strategic information and underlying detail to the Board of County Commissioners, County Manager, and other agencies.
  • Direct and manage the establishment and maintenance of a resource library for available grants and completed grant applications.
  • Develop and implement policies, procedures, and systems for the effective administration of grants, including budget management, financial reporting, and grant tracking.
  • Assist with year-end closings and reporting, including the preparation of the County's Annual Comprehensive Financial Report (ACFR).
  • Provide direct oversight of assigned staff, including scheduling, assigning, inspecting, and reviewing work to ensure compliance with established standards.
  • Conduct performance evaluations, formal and informal coaching, and recommend disciplinary action as needed.
Requirements
  • Bachelor's Degree in Business Management, Public Administration, Financial Management, or a closely related field.
  • At least six (6) years of responsible experience in grants administration, including at least two (2) years of supervisory experience.
  • Local government experience highly desirable.
  • Must possess and maintain a valid Florida Driver's License.
Knowledge and Skills
  • Comprehensive knowledge of federal, state, and local financing sources, as well as the capacity to identify potential funding sources.
  • Knowledge of federal or state grant processes, including financial and programmatic reporting.
  • Knowledge of budget, finance, and project management systems.
  • Ability to prepare financial and budget grant reports and interpret financial data.
  • Exceptional written and verbal communication skills.
  • Highly organized with attention to detail.
  • Ability to maintain confidentiality when handling personal information, such as employee pay or prospective projects.
  • Ability to meet and exceed imposed deadlines.
  • Ability to manage complex functions with stakeholders, managers, supervisors, professionals, and other staff.
  • Ability to manage enterprise-wide programs to achieve broad organizational goals and objectives.
  • Ability to use considerable initiative, think independently, and exercise sound judgment.
  • Ability to serve as an internal consultant to senior management and present information and data to County and stakeholder staff.
  • Ability to analyze data and present ideas and information effectively, both orally and in writing.
  • Ability to establish operation or program objectives and strategies for a functional or operational area.
  • Ability to take a long-term view and recognize opportunities to help the organization accomplish its objectives.
  • Ability to coordinate the activities of multiple internal and external stakeholders not directly under the position's scope of management.
  • Knowledge of the principles and practices of management.
  • Knowledge of the functions, activities, requirements, and objectives of the specific programs/functional areas to which assigned.
  • Knowledge of federal, state, and local regulations pertaining to assigned functional areas.
  • Ability to analyze and interpret data into usable information and business intelligence.
  • Ability to anticipate and meet the needs of internal and external clients with a focus on improving services.
  • Ability to establish objectives and strategies, identify required resources, and develop plans.
