The City of Torrance is in search of a skilled TECHNOLOGY SYSTEMS ANALYST to join the Torrance Police Department.

The Department
The Torrance Police Department has a long-standing history of serving the community with pride. Renowned for its low crime rates, Torrance consistently ranks among the safest cities nationwide. Becoming a part of the Torrance Police Department means joining a forward-thinking, professional law enforcement agency that covers 22 square miles and serves over 147,000 residents. The department is dedicated to staying at the forefront of law enforcement by equipping officers with the latest public safety technology and providing top-notch training.

The Position

Under supervision, the Technology Systems Analyst plays a crucial role in analyzing client needs for both new and existing systems, making informed recommendations, and designing systems that enhance the automation of city operations and improve client efficiency.

The Applications and Programming Unit is responsible for various computer application subsystems, including system analysis, implementation of computer programs, maintenance of existing systems, and development of logical flowcharts for integration into software applications. As a member of the Applications and Programming support team, the Technology Systems Analyst will diagnose issues and create design specifications for current systems, troubleshoot applications, and implement necessary upgrades and modifications to meet user requirements.

While the standard working hours follow a 9/80 schedule with alternate Fridays off, flexibility is required to work on weekends and during system downtime. Additionally, the Technology Systems Analyst must be available for on-call duties.

QUALIFICATION GUIDELINES

Education and Experience
A combination of education and experience that equips the candidate with the necessary knowledge and skills is required. A typical pathway to meet these qualifications includes:

- An Associate's degree in Data Processing or Computer Sciences or a Certificate in Data Processing.
- A minimum of three years of progressively responsible experience in information technology, including systems design, program design, coding, testing, implementation, and documentation of business application systems currently utilized by the City.

Ideal Candidate
The ideal candidate will possess:
  • Proficiency in C#, JavaScript, and Microsoft .Net Framework;
  • Experience in developing Web and Windows Applications, MS Access, and Visual Studio;
  • Knowledge of MS SQL Database design, administration, SQL reporting, stored procedures, and queries;
  • Experience managing Microsoft Internet Information Services;
  • Familiarity with Red Hat Enterprise Linux, Bash Scripting, and Perl;
  • Ability to write PowerShell scripts in a Windows and Active Directory environment;
  • Strong analytical and problem-solving skills;
  • A willingness to take on diverse IT responsibilities and prioritize tasks to support various aspects of technology infrastructure;
  • Capability to provide technical guidance and training to IT Specialists and support staff;
  • Ability to research and evaluate new technologies and present findings;
  • Self-direction and the ability to work independently;
  • Excellent communication skills, both oral and written;
  • A collaborative mindset and the ability to work effectively with others.
License and/or Certifications
Must possess and maintain a valid California driver's license. Professional certification in applications, hardware, and systems used by the City is highly desirable.
