Position Title: Program Manager


The Program Manager is essential in managing the daily operations of contract support, overseeing various projects and personnel across multiple sites. This role involves organizing, directing, and coordinating all activities related to contract support.


Location: Virginia Beach, VA


Security Clearance Level: Secret

Key Responsibilities

  • Establish and modify the corporate management framework to effectively support contract activities. Act as the primary liaison with client management and staff.
  • Develop travel cost estimates, manage and report expenditures, enforce work standards as per the Performance Work Statement (PWS), and oversee staff schedules in alignment with core working hours.
  • Supervise contractor-led projects to ensure effective management of teams, including trainers, asset managers, and data processing professionals involved in system analysis and implementation.
  • Assist senior leadership in evaluating needs and preparing necessary documentation for work process management.
  • Ensure all contractors possess and maintain the required experience, training, and certifications for compliance with the Task Order.
  • Provide regular performance feedback to the Technical Point of Contact (TPOC) regarding potential performance issues.
  • Oversee contractor processes, project workflows, and quality control measures.
  • Ensure that all items specified in the PWS are ordered, received, and available as needed.
  • Prepare monthly quality control reports, including travel site inventory summaries, and monitor key management processes for TPCO review.
  • Directly supervise IT software development, integration, and maintenance projects.

Qualifications and Expertise

  • A minimum of 15 years of experience in managing government-owned facilities, security, training, maintenance, and IT software programs, as well as DOD supply chain and asset management.
  • Expertise in project management, including PMP certification or equivalent, and knowledge of financial management and resource control.
  • Recent training (within the last five years) in Project Management Standards covering various principles such as Team Leadership, Quality Assurance, and Risk Management.
  • In-depth understanding of the Maritime Prepositioning Force (MPF) operational concepts and Naval Beach Group logistics.
  • Strong knowledge of Table of Allowances (TOA) management and logistics IT structures.
  • Accredited Bachelor's degree in Personnel Management or a related field, along with a minimum of 15 years in leadership roles and a current PMP certification (within the last five years) or equivalent.
  • Proven ability to develop and manage Project Management Plans and Work Breakdown Structures in compliance with PMBOK standards.
