Position Title: Program Manager


The primary mission of Commander, Naval Beach Group TWO (CNBG-2) requires specific expertise to support Maritime Prepositioning Force (MPF) and Naval Support Element (NSE) operations. This includes management of watercraft systems, Command, Control, Communications, Computers & Intelligence (C4I) infrastructure, and administrative support for Reserve Component personnel. Additionally, CNBG-2 is responsible for warehouse operations, including inventory management and equipment accountability.


The Program Manager will oversee the daily management of comprehensive contract support operations, coordinating multiple projects and personnel across various locations. This role involves organizing, directing, and ensuring the effective execution of all contract support activities.


Location: Virginia Beach, VA


Security Clearance Level: Secret

Key Responsibilities

  • Establish and modify the corporate management structure to enhance contract support activities. Act as the primary liaison with client management and staff.
  • Develop travel cost projections, manage and report costs, enforce work standards, and ensure all deliverables meet the outlined expectations.
  • Oversee contractor-led projects to guarantee effective management of teams comprising trainers, asset managers, and data processing professionals.
  • Assist senior leadership in analyzing requirements and preparing necessary documentation for managing work processes.
  • Ensure all contractors possess the required experience, training, and certifications for compliance.
  • Provide regular performance feedback to address potential issues impacting contract performance.
  • Monitor contractor processes, projects, workflow, and quality control.
  • Ensure that all items required by the Supply Officer are ordered, received, and available.
  • Deliver monthly quality control reports, including travel site inventory summaries, and monitor key management processes.
  • Supervise IT software development processes and telecommunications systems.

Qualifications and Expertise

  • 15 years of experience in managing government-owned facilities, security programs, training initiatives, and DOD supply chain management.
  • Expertise in project management, including PMP certification or equivalent, and proficiency in managing funds and resources.
  • Recent training in Project Management Standards, including Team Leadership, Quality Assurance, and Risk Management.
  • In-depth knowledge of the Maritime Prepositioning Force (MPF) operational concepts and Naval Beach Group Table of Allowances.
  • Strong understanding of logistics IT structures and management of logistics operations.
  • Accredited Bachelor's degree in Personnel Management or a related field, along with a minimum of 15 years in leadership roles and a current PMP certification.
  • Proven ability to develop and manage Project Management Plans and Work Breakdown Structures in compliance with PMBOK standards.
