Job Summary

We are seeking a highly skilled and experienced Human Resources Specialist to join our team at the Department of Health and Human Services. As a key member of our HR team, you will be responsible for providing expert advisory, consultative, and technical services to our managers on a broad range of HR subjects.

Key Responsibilities
  • Develop and implement new or revised policy and procedure documents to ensure compliance with federal regulations.
  • Provide authoritative expertise on personnel laws and regulations, analyzing and evaluating facts to recommend approaches to address emergent issues.
  • Develop and improve major human resources program areas in response to changes in requirements or special needs.
  • Lead and supervise at least three of the following human resources functions: staffing and recruitment, classification, pipeline programs, program analysis, oversight, and accountability.
Requirements
  • At least one year of specialized experience equivalent to the GS-13 level in the Federal service, obtained in either the private or public sector.
  • Experience leading and/or supervising the performance of work/tasks in at least three of the following functions: developing and implementing policy and procedure documents, serving as an authoritative expert on personnel laws and regulations, developing and improving major human resources program areas, and leading or supervising human resources functions.
  • Delegated Examining Certification and/or Society for Human Resource Management (SHRM) Certification - (SHRM-CP or SHRM-SCP).
Working Conditions

This position is eligible for workplace flexibilities, including remote work or telework options, and/or flexible work scheduling. The selected candidate will be required to undergo a pre-employment fingerprint check and background investigation.
