Billings Clinic was designated as the first Magnet organization in Montana in 2006. Billings Clinic is also a member of the Mayo Clinic Care Network, which has provided clinical resources and direct access to Mayo Clinic specialists since 2013. POSITION SUMMARY

The System Chief Financial Officer is responsible for advancing the mission, vision, and values of the Health System by leading strategic and tactical financial initiatives. The successful candidate will oversee all financial functions of the Health System. Reporting to the Co-CEO's of Billings Clinic and Logan Health, the System Chief Financial Officer provides executive leadership to the Board of Directors for financial insight and advice on the impact of Health System strategies on financial position and strength. The System Chief Financial Officer ensures sound financial and business practices are implemented at all Health System locations.

The successful candidate will be responsible for oversight of all fiscal and fiduciary responsibilities for the Health System, in collaboration with the Executive Leadership Team and the Board of Trustees. The System Chief Financial Officer will be responsible for system oversight of financial services that include accounting, revenue cycle, business services (including third party reimbursement), financial reporting, treasury, financial planning, decision support, financial regulatory compliance, supply chain, and information technology. The System Chief Financial Officer will engage with leadership and physicians both in understanding and implementing sound financial, business, and operational decision-making.

KEY RESPONSIBILITIES

The System Chief Financial Officer is responsible for the following:
  • Establishes and maintains internal controls for Health System to safeguard financial assets.
  • Ensures accurate financial reporting in accordance with GAAP and federal, state, and other required supplementary schedules and information.
  • Oversees the management and coordination of all fiscal reporting activities for Health System including revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of Health System operational and capital budgets, income tax and informational returns, internal and external audits.
  • Analyzes, interprets, and communicates financial and statistical data to executives and the Board of Directors to aid in the decision-making process.
  • Coordinates the activities of financial planning with the long-range priorities developed by executives and the Board of Directors.
  • Invests Health System financial resources prudently for appropriate return on investment, within guidelines established by the Board of Directors.
  • Forecasts cash flows to meet operating and capital expenditures. Recommends to the Co-CEO's any changes deemed necessary to enhance the financial operations of Health System. Develops and/or reviews the financial justification for all major capital equipment expenditure requests.
  • Evaluates for executives and the Board of Directors, the Health System's strategies and goals and its planned and existing programs as they relate to third party reimbursement.
  • Oversees and provides guidance for Decision Support to assure that strategic initiatives are supported and monitored through accurate and readily available data.
  • Consults with administration, physicians, department leaders, and vendors to exchange information, present new approaches, and to discuss equipment/system changes to provide complete and accurate financial and statistical information.
  • Optimizes cost of services through a mix of internal and external sources.
PROFESSIONAL EXPERIENCE/QUALIFICATIONS/TRAITS

Successful candidates for the System Chief Financial Officer role will possess the following:
  • Minimum of ten (10) years of leadership experience. Strong healthcare financial and business management background is essential.
  • Excellent leadership skills, as well as strong communication, negotiation and planning skills. Possess ability to interact and engage with the Board, executive leadership, managers and physicians. Ability to work as a team member, adept at team building, and has the ability to create a team environment with staff from diverse backgrounds.
  • Knowledge of local, regional and national healthcare initiatives and changes that will affect the sustainability of the Health System and its ability to achieve positive financial, operational and strategic outcomes.
  • Possess knowledge and understanding of market dynamics, competitive landscape, and ability to participate in the strategic direction of Health System.
  • Possess ability to become attuned to community.
  • Experience with value-based care payment models and risk contracting arrangements.
  • Experience with Population Health in an integrated health care environment.
