POSITION DESCRIPTION Special Projects Manager INFORMATION Job Class: Manager Department: Tribal Operations Type of Position: Exempt Location of Work: Juneau, AK Covered Position: Yes Salary Grade(s): 12 - 14 Hours of Work: M-F, 8:00 am - 4:30 pm Employment Category: Regular, Full-Time PURPOSE Under the direction of the Chief Operating Officer (COO), the Special Projects Manager provides support for the COO through a combination of project management, research, and high level administrative and relationship support functions. Incumbent coordinates special projects, compiles information and completes complex reports and analyses. Incumbent works independently or with senior leadership. Interface with external stakeholders including senior representatives of Tribal, state, local or federal government agencies and/or private sector entities. The Special Projects Manager is sensitive to confidential matters with a high level of professionalism, tact and diplomacy. REPORTING RELATIONSHIPS Reports To: Chief Operating Officer Supervises: As assigned Liaison To: Organizational departments and program ESSENTIAL FUNCTIONS Provide special assistance to the COO in implementing policy decisions Manage internal and external special projects in coordination with other departments and/or organizations on behalf of the COO Provide analytical and specialized support and/or assists with complex, detailed, and advanced administrative duties Assist in coordinating activities between the Tribe and various outside parties, including Tribes, non-profit organizations, foundations, sub-grant recipients and local and state elected officials Research, resolve or recommend solutions, and report on complex concerns, problems, and issues Coordinate special assistance functions as assigned in inter-departmental activities Assist in developing policies and guidelines to enhance business opportunities Assist in planning, developing, implementing and management of key business issues and protocols Perform special assistance duties in creating and establishing annual goals and objectives Ensure compliance of policies and issues in executing Special Projects Manager activities Research and prepare materials, policy briefings, talking points, presentations, and proposals on a variety of matters for key internal or external audiences Participate in meetings, taskforces, and workgroups both internally and externally on behalf of the COO Coordinate with the Tribal Operations Manager to the COO to manage the COOs Office Assume responsibility, as requested by the COO, for ensuring requests for action or information, which would normally receive the COOs attention are made known to responsible managers or personnel who can satisfy the request. Monitors resulting activity for purposes of briefing the COO Assist with the preparation of regular reports by drafting language, calculating figures, entering information, collating materials, and securing confidential financial data to be presented Make high level contacts of a complex nature inside and outside of the agency Keep abreast of COOs immediate and long-term commitments and plans; identify conflicts, flags problems for intervention and correct course as appropriate Interact with persons of all backgrounds, cultures, and affiliations within all levels of government, business, or non-profit entities Support other team members, particularly executive-level staff as necessary Develop and administer policies and procedures Analyze, evaluate, and recommend innovative solutions to Tribal priorities and goals Other duties as assigned DECISION MAKING AUTHORITY Spending Authority: Consistent with responsibilities and authorities of directors within the budgeted funds Other Authority: N/A NECESSARY SKILLS AND KNOWLEDGE Cultural competence with the in igenous peoples of Southeast Alaska Thorough knowledge of principles of project management Skill and accuracy in the control, organization and maintenance of files and records Ability to innovate to support engagement Knowledge of good office management principles, supervisory and training techniques (written and verbal skills) Proficient editing and proofreading skills Strong organizational skills that reflect ability to perform and concurrently prioritize multiple projects with competing deadlines Ability to coordinate several tasks at one time and perform well under pressure; ability to fill in for and perform the duties of designated staff, as needed; ability to relieve management of certain key functions Strong communication skills; ability to exercise diplomacy, gather information from others, make inquiries and synthesize information; ability to convey information and explain or discuss organizational policy and procedure with other in person or by telephone Skill in the application of complex instructions, written and verbal; ability to accurately relate such instructions in full or part to other staff Relevant government rules, guidelines, and regulations Read and comprehend governmental rules, regulations, RFP guidelines, and legislation Interpret and apply technical rules, regulations, and guidelines Ability to work independently, exercise mature professional judgement, and use discretion Advanced knowledge of Microsoft Office Suite, including Microsoft Outlook, Word, Excel, and PowerPoint; ability to act as a resource for other staff Reconcile divergent views Establish and maintain cooperative working relationships with all segments of the community and general public MINIMUM QUALIFICATIONS (education, experience, skills) Bachelors degree in related field 5 years related experience 2 years supervisory experience PREFERRED QUALIFICATIONS (education, experience, skills) Masters degree in related field 10 years related experience UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.
