POSITION OBJECTIVE Under direct supervision, the HR Information System Specialist will provide business system and analytical support to the Human Resources leadership team to facilitate the goals of the department. Assists in the collection, analysis, interpretation and reporting of data necessary for planning and assessment of Human Resources (HR) measurements within the university. The specialist supports the development, management and reporting of HR metrics and productivity measures. These measures and metrics will support HR decision making and strategic planning. ESSENTIAL FUNCTIONS 1. Serve as a data and reporting resource for all areas within HR to the schools/ departments. Perform preliminary troubleshooting, analysis and triage of issues and problems. Prepare analysis of HR metrics, data and activity and prepares standard and ad hoc monthly, quarterly and annual reports. Recommend and assist in developing new metrics/reports. Collect, organize, interpret and analyze data from various resources to assist in planning and reporting. Use data management and reporting systems to collect and organize specific data drawn from relational databases. Use query tools to extract relevant data from HRIS systems. Develop mathematical computations and collection protocols to extract and extrapolate data into meaningful statistical analysis or ¿what if¿ scenarios. (25%) 2. Analyze relevant HR metrics to identify and disseminate trends in key data which could impact business unit and/or enterprise level workforce planning. Assist with the delivery, maintenance and improvement of workforce planning reports; generate reports as requested. Conduct environmental scanning activities including gathering, analyzing and collating internal and external labor data/trends. (15%) 3. Perform routine audits on HRIS data quality, including employee data recorded in Peoplesoft HCM and imaged personnel documents in OnBase. Guide HR Records on data corrections as needed. (15%) 4. Collect and prepare data for annual Affirmative Action Plan reporting. Responsible for preparation and/or delivery of government required data reports, including Ohio New Hire Reports, Bureau of Labor Statistics JOLTS and EEO reporting. (15%) 5. Participate in conducting HRIS systems tests for upgrades, modifications, conversion and installation processes; identify types and causes of test problems and report incidents to HRIS support team in UTech. Support collection and definition of business requirements for HRIS modifications and enhancement projects. (10%) 6. Serve as HR liaison with UTech for desktop support for Department of Human Resources. Work with central UTech, users, application team, and technical staff to diagnose, define requirements and develop solutions for end users relating to a variety of business processes. Facilitate maintenance of user accounts, quotas and access privileges (maintaining active directory structure, security and permissions) to high-level university systems. (10%) NONESSENTIAL FUNCTIONS 1. Document and understand business processes and information needs in order to develop requirements for HR reporting systems. Review business requirements and recommend solutions that address data needs. Interview customers and analyze business rules and process requirements; identify and analyze ambiguous and/or conflicting work process, information management and reporting issues; develop and refine business process and entity relationships; identify and recommend process alternatives capable of improving business efficiencies and meeting business needs. Create end-user guides and conduct training for customers on how to use applications in HRIS. (5%) 2. Analyze HR data, processes and system interactions; assist supervisor to offer HR Leadership alternatives for establishing systems and data interfaces and converting to new technologies. (5%) 3.
