Department and Program Overview:

RiverStone Health Community Health Center programs are here for everyone. It doesn't matter how much you earn, whether you have health insurance, or whether you've managed to take good care of your health in the past. Our healthcare providers work as a team to provide the best possible care for you and your family. Our patients are at the center of the partnership we build with you and your family. Same day appointments for minor injuries or illnesses often mean you can avoid the expense of emergency department visits. In addition to our main Clinic in Billings, we have satellite Clinics in Bridger, Joliet, Worden and school-based clinics at Orchard Elementary School and Medicine Crow Middle School open to all students in Billings Public Schools and their families.
Job Summary:

This key position works in partnership with organizational senior leadership to manage the operational, quality improvement/outcomes, finances, and strategic growth of their assigned service line/s. This position may be responsible for financial management, personnel leadership, operations improvement, participating in setting strategic direction, new business development, and maintaining/creating strategic community partner relationships. Lead and mentor staff to foster engagement in the mission of RiverStone Health.
Essential Functions/Major Duties and Responsibilities:

A. Program Management 50%
  • Direct, supervise and evaluate work activities of medical, nursing, technical, clerical, service, maintenance, and other applicable personnel.
  • Develop and maintain current policies, procedures and workflows that are reflective of current processes and requirements.
  • Plan, implement, and administer programs and services in a health care or medical facility, including personnel administration, training, and coordination of medical, nursing and physical plant staff.
  • Conduct and administer fiscal operations, including accounting, planning budgets, authorizing expenditures, establishing rates for services, and coordinating financial reporting.
  • Review and analyze facility activities and data to aid planning and cash and risk management and to improve service utilization.
  • Establish work schedules and assignments for staff, according to workload, space, and equipment availability.
  • Prepare activity reports to inform management of the status and implementation plans of programs, services, and quality initiatives.
  • Inspect facilities and recommend building or equipment modifications to ensure emergency readiness and compliance to access, safety, and sanitation regulations.
  • Maintain communication between governing boards, medical staff, and department heads by attending board meetings and coordinating interdepartmental functioning.
  • Participate in the development of education and outreach materials.
  • Excellent internal communication with other RiverStone employees, and providers to ensure efficiencies and quality customer service.
  • Willingness and ability to ensure quality work, support of others and participate in quality improvement processes.
  • Represent RiverStone Health in meetings, trainings or public events when needed.
B. Community Based Programs Duties 45%
  • Provide strategic/tactical direction to all service line operations and reporting functions.
  • Develop and lead strategic initiatives processes and business development of new service offerings to drive continuous improvement and operational efficiencies.
  • Actively participate as a member of the CHC Leadership Team.
  • Collaborate with operational support teams, as needed, to ensure continuous compliance with federal, state, and national regulatory agencies.
  • Work with community health center and senior leadership to cultivate and maintain external relationships with strategic community partners.
  • Support development efforts with innovative input and resources to ensure project milestones are achieved on target.
  • Develop capacity planning strategy/model leveraging existing resources and models for improved prediction of resource needs.
  • Establish, identify, and ensure systems and standards that promote patient safety and safe practices for delivering patient care.
  • Review department performance in relation to established goals, implement change(s) to effect continual improvement in services provided as applicable.
  • Responsible for overall quality provided by established services and for following the highest standards.
  • Administer, coordinate, and resolve problems concerning operations of clinical services for all patients; Provide direction to staff in carrying out responsibilities.
Non-Essential Functions/Other duties as assigned ≥5%
  • Perform other duties as assigned in support of RiverStone's mission and goals.
Education and Experience:

Minimum Qualifications
  • At least five years of progressive responsibility in public health program management or health care, including supervisory experience.
  • High school diploma or equivalent.
  • Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Preferred Qualifications:
  • Master's degree in health care administration, public health, business administration, nursing or a field closely related to this position.
  • Experience in outpatient primary care, public health, or federally qualified health center operations preferred.
Required Certificates, Licenses, Registrations:
  • Valid Montana State Driver's license in good standing.
  • If licensed, professional license in good standing.
Knowledge, Skills, and Abilities:
  • Skilled in presentation composition, communications technology including PowerPoint, and engaging, articulate audience presentations.
  • Excellent written and verbal communication and interpersonal relationship skills
  • Able to communicate complex information clearly and succinctly, both in writing and orally in multiple formats.
  • Demonstrated knowledge and expertise in community-based health care programs specifically those targeting underserved and vulnerable populations.
  • Computer skills, including Microsoft Word, Excel, OneNote, Outlook, Internet
  • Experience utilizing electronic health records.
  • Ability to analyze problems and recommend effective solutions.
  • Demonstrated knowledge and understanding of federal and state policies that affect FQHCs and their patients.
  • Knowledge of Quality Improvement disciplines and experience with process improvement tools.
  • Must have excellent organizational and time management skills. Ability to multi-task, manage and prioritize various and differing projects, as well as work effectively toward numerous deadlines.
  • Must be able to build strong relationships with all levels of individuals within various agencies, FQHC leaders, advocates, staff and providers, community partners and other stakeholders.
  • Show initiative in resolving issues/challenges proactively and identifying opportunities for improvement.
  • Strong supervisory experience with proven record of leading staff to achieve intended outcomes.
  • Critical thinking, decision making, action, and advocacy witnessed as providing clinic staff the opportunities to provide the best possible patient care.
  • Work with leaders across the organization to align and coordinate services across departments.

Supervision:
  • This is a new role that will have components phased in over time. Initially, this position will direct the School Based Health Centers (SBHCs), including onboarding a projected 2 new locations in the 2024/25 school season. Current SBHC staff is 3. Additional staff will be onboarded when the new SBHC locations open.
  • It is anticipated this position will eventually also manage the current Healthcare for the Homeless Program and Mobile Health services as they are brought on-line, adding additional staff.
Physical Demands and Working Conditions:
  • Required to stand, walk and sit; talk or hear, both in person and by telephone; use hands to finger, handle or feel objects or controls; reach with hands and arms.
  • Regularly required to stoop, kneel, bend, crouch and lift up to 25 pounds occasionally; expected to ask for help from a colleague or utilize a lift when assistance is needed.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.
  • Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, other vehicles, etc. Travel occurs in all weather conditions, including extreme heat and cold.
  • Risk of needlestick injury is possible.
  • Position is regularly exposed to biological pathogens and contagious diseases where Personal Protective Equipment (PPE) and special precautions must be taken due to reduce exposure and mitigate risk.
  • Create and maintain a safe/secure working environment by adhering to safety, security, and health requirements. Integrate injury, illness, and loss prevention into job activities by attending any necessary training and implementing best practices.
Freedom to Act & Decision Making:
  • Work is structured by HRSA regulations and established medical practices.
  • Decisions directly affect the quality of services provided to the public and relationships with key community partners.
  • The work is performed under the supervision and direction of the Vice President, and considerable leeway is granted for the exercise of independent judgment and initiative.
  • Strong decision-maker that knows how to effectively problem solve and use critical thinking skills that help find solutions to problems.
  • Responsible not only for day-to-day operations in the clinic setting, but for planning for growth of new programs and patient populations.
Communications & Networking:
  • Daily written and verbal communication with RiverStone Health staff.
  • Work directly with other team members to provide quality customer service for patients and customers.
  • Engagement with community partners to build collaborative relationships to improve the patient and staff experience.
Budget & Resource Management:
  • The SBHC budget will be approximately $1,000,000 annually with the addition of 2 new SBHC locations.
  • The Healthcare for the homeless budget is approximately $800,000.
  • It is anticipated that the annual operating budget for mobile medical services will be approximately $500,000.

Total budget projected to be approximately $2,300,000 annually. We anticipate by the end of the 24/25 school year there will be 4 SBHC locations, 2 healthcare for the homeless locations and 1 mobile unit within the next 2 calendar years.
