Shipbuilding Acquisition Manager - NRHQ, Washington Navy Yard, Washington, DC.

We are seeking an Shipbuilding Acquisition Manager to join our team. Working at VRI means you are part of a talented, SME driven company dedicated to solving and supporting challenges in the Federal sector. We are seeking talented individuals to support the Naval Reactors Headquarters (NRHQ) with acquisition and financial management support. Work is primarily located at NRHQ, Washington Navy Yard, Washington, DC. Personnel may be authorized up to 100% telework, based on the needs of the NHRQ.

Clearance: Candidates must have the ability to obtain and maintain a DOE security clearance. The minimum requirement is DOE-L (Secret).

Duties include:
  • Prepare, review and execute transactional workload associated with NR Acquisition Management in support of day-to-day operations using approved practices and procedures by assigned due date(s).
    • Transactional workload involves reviewing and processing simplified acquisitions, interagency agreements, and contractor requests for consent to subcontract.
  • Document NNR Acquisition Management transactional and reporting processes as necessary, by assigned due date(s).
  • Collect, review, and analyze acquisition and industrial base information in order to make recommendations to the Government.
  • Define the nature and extent of prime and subcontract challenges and opportunities given mission need and resource requirements.
  • In the course of preparing recommendations, understand the nature of the acquisitions requirement, the contract relationship between the government and the Prime or the Prime and subcontractor, and the influence of the contract terms and performance history.
  • Collect, analyze, and prepare reports on contract performance, new scope contract actions, and change orders and make acquisition and procurement recommendations for the negotiation, awarding, and oversight of contracts/modifications that support design, acquisition, maintenance, modernizations, and the repair of nuclear vessels.
  • Communicate and develop strategies with supervisor shipbuilding, program offices, and other defense agencies for collection, analysis, and reporting of information in the areas of procurement, contract/subcontract administration, nuclear material management, and cost control.
  • Develop, write, and edit material for reports, manuals, briefs, instructions books, and related technical and administrative publications concerned with work methods and procedures.
  • Organize material and complete writing assignments according to set standards regarding order, clarity, conciseness, style and terminology.
Required Experience:
  • Nuclear shipbuilding contracts
  • Naval Sea Systems organizations and policies (preferred but not required)
  • Department of Defense Acquisition Planning and Contracting
  • Cost and pricing and economic analysis
  • Microsoft Office Applications
  • Data analysis software (preferred but not required)
  • Working knowledge of Department of Navy business systems (NAVY ERP) and Standard Procurement System) (preferred but not required)
