Position Summary:
We are currently seeking a Senior Acquisition/Program Analyst to join our team in the Washington, DC area. The ideal candidate will hold a SECRET clearance, verifiable in DISS.

Key Responsibilities:
The Senior Acquisition/Program Analyst will play a vital role in supporting the Strategic and Theater Sealift Program Office (PMS 385) and the future submarine tender program, AS(X). Responsibilities include:

  • Providing expert acquisition guidance to PMS 385, with a comprehensive understanding of DoD requirements, policies, and shipbuilding acquisition processes.
  • Demonstrating in-depth knowledge of DoD 5000 and the Defense Acquisition System, including statutory and regulatory requirements for ACAT I and II programs.
  • Analyzing and developing inputs for DoD Acquisition documents, White Papers, and briefing materials for various Defense Acquisition Boards and reviews.
  • Advising on DoD acquisition management, contracts, and technical/business management strategies.
  • Offering expertise in Acquisition Strategies, Executive Summaries, Program Baselines, and reporting requirements.
  • Overseeing RFP development and conducting proposal reviews.
  • Monitoring shipbuilder performance on design and construction contracts, analyzing cost performance data, and preparing status reports for senior management.
  • Ensuring quality assurance of deliverables from the assigned task area.
  • Assisting with deliverable tracking, task management, and strategic planning, including budget formulation and POM/PR issue support.
  • Providing recommendations and drafting strategic, programmatic, and business plans while conducting organizational assessments.
  • Facilitating executive-level communication with senior Navy/DoD personnel, leveraging experience and stakeholder engagement.
  • Traveling occasionally for stakeholder meetings and shipyard visits.

Qualifications:
Applicants should possess the following:

  • A Master's Degree with 8+ years of relevant experience, or a Bachelor's Degree with 10+ years of related experience.
  • A solid understanding of DoD contracts and contracting processes.
  • Extensive experience with shipbuilding programs.
  • Strong organizational, time management, and interpersonal skills, with a focus on customer service.
  • Proficiency in MS Office applications.
  • An active Secret security clearance or the ability to obtain one.

Preferred Qualifications:
Additional qualifications that are desirable include:

  • At least 10 years of experience in NAVSEA, Military Sealift Command, or shipyard operations.
  • Experience with Submarine Tender, Sealift, or Auxiliary Ships.
  • Project Management Professional (PMP) certification.
  • DAU Certification.
  • A minimum of 10 years' experience supporting an ACAT I shipbuilding program.
