Senior Program Analyst - Shipbuilding Operations Specialist

Overview

VTG is seeking two skilled Senior Program Analysts with a focus on shipbuilding operations to support the U.S. Navy's Shipbuilding Industrial Base Task Force. This role offers a hybrid work environment.

Key Responsibilities

  • Assist the Industrial Assessment Director in evaluating the PEO Ships Industrial Base.
  • Examine shipbuilding industry workload and capacity to inform strategic planning and acquisition methodologies.
  • Assess financial, workforce, facilities, and equipment dimensions of new construction shipyards.
  • Develop workload analysis models for budget cycles and acquisition strategies.
  • Leverage trend data to refine models and forecast future outcomes.
  • Investigate shipbuilder financial performance and regional employment dynamics.
  • Conduct economic assessments and industrial risk evaluations for acquisition strategies.
  • Perform economic analyses on shipyards and their surrounding environments.
  • Engage in Integrated Baseline reviews, earned value assessments, and IMS evaluations.
  • Review shipbuilder performance and execute IMS what-if scenario analyses.
  • Generate critical indicators to evaluate shipyard and essential supplier health.
  • Analyze and report on shipyard production and scheduling metrics.
  • Apply Earned Value Management (EVM) techniques to assess cost and performance.
  • Identify and communicate risks, opportunities, and challenges effectively.
  • Contribute to the development of strategic recommendations for leadership.
  • Gather and analyze data, prepare senior-level presentations, and update performance metrics.
  • Support customer expectations, documentation, and deliverables.

Qualifications

  • At least 10 years of experience in Navy Shipbuilding acquisition procurement, program analysis, data analysis, and related areas.
  • A minimum of 5 years in Shipbuilding Acquisition and Production management.
  • Familiarity with the stages and phases of shipbuilding.
  • Strong analytical skills with the ability to work independently or collaboratively.
  • Experience with EVM and Risk Management methodologies.
  • Proficient in Microsoft Office Suite, especially Word, Excel, and PowerPoint.
  • Active DOD Secret security clearance is required.
  • Excellent communication skills with the ability to engage across all organizational levels.
  • Willingness to travel for job-related engagements.
  • Capability to transport necessary equipment weighing up to 25 pounds.
