Position Summary:
We are currently seeking a Senior Acquisition/Program Analyst to join our team. This role is based in the Washington, DC area and requires a SECRET clearance, verifiable in DISS.

Key Responsibilities:
The Senior Acquisition/Program Analyst will play a crucial role in supporting the Strategic and Theater Sealift Program Office (PMS 385) and the future submarine tender program, AS(X). The responsibilities include:

  • Delivering acquisition expertise to PMS 385, with a comprehensive understanding of DoD requirements, policies, and shipbuilding acquisition processes.
  • Applying in-depth knowledge of DoD 5000 and the Defense Acquisition System, along with the statutory and regulatory requirements for ACAT I and II programs.
  • Analyzing and developing inputs for DoD Acquisition documents, White Papers, and briefing materials for various Defense Acquisition Boards and reviews.
  • Providing guidance on DoD acquisition management, contracts, and technical/business management.
  • Demonstrating proficiency in Acquisition Strategies, Executive Summaries, Program Baselines, and other reporting requirements.
  • Overseeing RFP development and conducting proposal reviews.
  • Monitoring shipbuilder performance on design and construction contracts, analyzing cost performance data, and preparing reports for senior management.
  • Ensuring quality assurance of deliverables from the assigned task area.
  • Assisting with deliverable tracking, task management, and strategic planning, including budget formulation and issue support.
  • Conducting analyses of business practices and providing recommendations for improvement.
  • Maintaining executive-level communication with senior Navy/DoD personnel.
  • Occasional travel for stakeholder meetings and site visits.

Qualifications:
To be considered for this position, candidates should possess:

  • A Master's Degree with 8+ years of relevant experience, or a Bachelor's Degree with 10+ years of relevant experience.
  • A strong understanding of DoD contracts and contracting processes.
  • Senior-level experience with shipbuilding programs.
  • Exceptional organizational and time management skills, with the ability to handle multiple tasks effectively.
  • Strong interpersonal and communication skills, emphasizing customer service.
  • Proficiency in MS Office applications.
  • An active Secret security clearance or the ability to obtain one.

Preferred Qualifications:
Ideal candidates will have:

  • At least 10 years of experience in NAVSEA, Military Sealift Command, or related fields.
  • Experience with Submarine Tender, Sealift, or Auxiliary Ships.
  • Project Management Professional (PMP) certification.
  • DAU Certification.
  • A minimum of 10 years' experience supporting an ACAT I shipbuilding program.
