Reports to: Director of Central Operations

Scope of Responsibility :

The Compliance Manager is responsible for identifying and assessing areas of compliance risk for FD; setting forth the ethical principles and policies which are the basis of the Compliance Program; developing and implementing education programs addressing compliance; implementing a retaliation-free internal reporting process, including an anonymous telephone reporting system; and collaborating with executive management to effectively incorporate the Compliance Program within system operations and programs and to carry out the responsibilities of the position.

Overview:

  • Establishes a high-level view of the organization's compliance procedures and responsibilities, serves as a subject matter expert on all compliance-related matters, and ensures that the Compliance Program effectively prevents and/or detects violation of law, regulations, or organization policies and values.
  • Identifies and assesses areas of significant business risk.
  • Implements and operates retaliation-free reporting channels, including an anonymous telephone reporting system available to all employees, volunteers, and affiliated providers.
  • Coordinates as appropriate with outside legal counsel, conducting, or authorizing and overseeing investigations of matters that merit investigation under the Compliance Program.
  • Manages and reporting compliance breaches and exposures.
  • Develops productive working relationships with all levels of management.
  • Prepares periodic and annual reports on the Compliance Program.
  • Ensures complete, accurate, and timely audit information is reported to management and/or risk committees.
  • Educates staff regarding compliance procedures and obligations.
  • Coordinates with Security Officer to conduct periodic risk assessment.
  • Coordinates with Quality Manager to ensure quality management, records review, and adherence to policies and procedures.
  • Coordinates with Quality Manager and Human Resources to manage non-provider licensures and certifications required for clinical competencies.
  • Acts as HIPAA Privacy Officer, or coordinates reassignment with management. Ensures HIPAA policies are followed, approves requests for access to protected health information, and reports and manages breaches.
  • Acts as Health and Safety Officer, or coordinates reassignment with management.Monitors work processes and procedures to identify unsafe practices or breach of safety regulations. Coordinates responses with Human Resources and management as required for incidents.
  • Acts as Safety Officer, or coordinates reassignment with management. Coordinates safety committee functions and maintains FPD safety plans to include Emergency Action Plan, Bloodborne Pathogen Exposure, and Formaldehyde Exposure, Hazard Communication, and Accident Prevention Program.
  • Additional duties as assigned.
Qualifications:
  • High School diploma or general education degree (GED) and five years of compliance management experience in a healthcare setting ; OR
  • A bachelor's degree in a healthcare field (nursing or healthcare administration) and three years of compliance management experience in a healthcare setting.
  • Excellent interpersonal skills, with proven negotiation skills.
  • Demonstrated ability to work effectively and congenially with employees at diverse levels.
  • Excellent math skills to conduct data analysis.
  • Excellent leadership skills.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to regularly travel.
