Summary Objective

The purpose of this position is to coordinate compliance with employment law requirements by utilizing personnel policy, federal and state regulations, and local ordinances. Responsibilities may vary depending on assigned unit. This class works independently, under limited supervision, reporting major activities through periodic meetings. ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

INVESTIGATORS

Conducts investigations of various complaints including but not limited to ethics and policy violations of and EEO complaints.

Analyzes statements made by individuals and assists in drafting a complaint.

Conducts field investigations, analyzes evidence and submits recommendations.

Maintains investigation logs of events and activities for each case.

STATUTORY COMPLIANCE

Processes and makes determinations regarding administration of employee leaves of absence under the Family Medical Leave Act (FMLA) and in accordance with policies and procedures.

Facilitates interaction under the Americans with Disabilities Act as amended (ADAAA) regarding requests for reasonable accommodation.

Serves as designated employer representative with respect to drug and alcohol testing under the Federal Motor Carrier’s Safety Act.

Makes recommendations regarding commercial driver’s license driver qualification criteria.

Interprets federal, state, and local employment laws and policies.

Provides technical assistance and instruction and explains policies and procedures regarding employment law compliance.

Plans, organizes and conducts employment law training programs.

Assists in coordinating requests for employee assistance program mandatory referrals.

Collects and analyzes data, maintains database records, queries data to generate reports and monitors compliance with regulations and personnel policy.

Prepares correspondence and documents and completes special projects.

Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s Degree in Human Resources, Business or Public Administration, Industrial Relations, Pre-Law or related discipline.

Two (2) years of human resources generalist, human resources specialist, employee relations, labor relations, or analytical employment law experience or an equivalent combination of education, training and experience.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
