This position will perform professional-level consultant contract administration, negotiation, and execution associated with statewide project development and will facilitate and maintain statewide consultant contracting procedures in accordance with State and Federal regulations. The Agreement Compliance Engineer will also be responsible for providing guidance and training to headquarters and regional area consultant liaisons, program managers, and project engineers/managers regarding contract pricing and procurement procedures. Effective communication and interpersonal skills are imperative, as our top candidate must be able to build and maintain strong working relationships with various business partners and interact with staff of all levels. What to Expect Among the varied range of responsibilities held within this role, the Agreement Compliance Engineer will: Perform contract cost and pricing compliance reviews. Conduct contract compliance analysis and establish fair and reasonable contract pricing as required by law. Negotiate indirect cost rates and in-house charge rates using methodologies such as AASHTO guidelines and 48 CFR Part 31 on behalf of the Local Programs Division. Facilitate and maintain statewide consultant and contracting procedures in accordance with State and Federal regulations. Participate in the development and delivery of a training and outreach program designed to assist small and disadvantaged consulting businesses with WSDOT contracting practices and procedures. Manage Consultant Rates group email, interact with the consultant community daily, answer questions, provide guidance, coordinate indirect cost rate reviews with the WSDOT Internal Audit Office. Review/update actual not to exceed (ANTE) table establishment and update. Verify consultant ANTE update requests are in compliance with the respective agreement payment provisions. Serve as the Statewide Subject Matter Expert on Consultant procurement, contract pricing, costing proposals, and compliance. Qualifications To be considered for this opportunity, the following are required : One (1) year in contract procurement/management as a Transportation Engineer 3 or equivalent classification; or a master’s degree with major study in Engineering, Business or equivalent, relevant field of study and one (1) year experience in contract procurement/management. Strong writing, analytical, interpersonal, and organizational skills with attention to detail. Experience with contract advertisement and award. Experience with contract development and administration. It is preferred that qualified candidates also have: Working knowledge of government contracting with a solid depth of understanding of FAR, RCW/WAC, CFRs, AASHTO, Consultant Services Manual, and all relevant contract types (e.g. CPFF/NHR/TONHR/LS, etc.). Experience reviewing, analyzing, and interpreting engineering contract pricing and costing proposals. Proven ability to work well under pressure, multi-task, and handle multiple priorities. Proven ability to exercise good judgment and handle confidential and sensitive issues. Track record of strong writing, analytical, interpersonal, and organizational skills ensuring attention to detail. Experience and track record of collaboratively working in an environment to develop strong internal networks and relationships. Skills to manage the statewide outreach and conduct consultant procurement training with an audience of project managers, engineers, and contract personnel. The ability to identify and leverage unique talents of a diverse team. Skills to review, analyze, and interpret technical documents and proposals. Experience successfully applying negotiation skills both internally and with external entities. This position offers flexible/hybrid remote work options. WSDOT does not use the E-Verify system, therefore we are not eligible to extend STEM Optional Practical Training (OPT).
